MINUTES OF
April 8, 2002
Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on
Monday, Apdl 8, 2002 in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Kathy moved to approve the March 11, 2002 meeting minutes. Evelyn seconded. All in favor.
Caseload Report:
Carol summarized the March Caseload Report. There were 35 intakes, 0 cases in backlog, 5 cases
under active investigation, 4 cases in mediation/conciliation, 3 cases in administrative review, 1 case
in ALJ review, 3 cases in the public hearing process, 6 new cases filed, and 2 cases were closed.
The case synopsis involves employment discrimination on the bases of age and national origin.
Judy reported on her involvement with past and current initiatives.

Kelly reported on her involvement with past and future initiatives.
Proposed Amendments to the Administrative Rules and Ordinance
Kelly stated that proposed changes to the administrative rules can be approved by the Commission
and incorporated immediately, but any recommended changes to the ordinance will need to be
forwarded to the City Council for approval.
Kathy moved to accept the proposed administrative rules based on further discussion. Evelyn
seconded. Kathy moved and Codne seconded to stdke the words "a commissioner" from the
administrative rules, page 10 (f), first sentence to have it read, "The commission, the executive
director or designee may grant or deny the application for reopening." All in favor.
No further discussion. The question was called. All in favor of adopting the proposed administrative
rules as amended.
Codne moved and Kathy seconded to accept the proposed ordinance amendments. Bill
recommended, and the Commission concurred, that they also stdke the words "against
discrimination" in Sec. 27-51(2). The Chair called the question. All in favor of approving the
proposed ordinance amendments.
Updates from Committee Chairs on Goal Ac#vities
Fair Housing videos will run during Fair Housing month -April 15 - 21, 2002.
Kathy Stevens noted the timeframe for the Shining Moment Award will be 2003.
Judy distributed information and provided updates on Faces & Voices.
New Business:
Lou and Evelyn bdefly shared topics and issues discussed at the RECCR Training Conference they
recently attended in Kansas City.
Kathy reported that her term will expire as the Commission's representative on DCAP. Raydora
volunteered to serve as primary representative and Lou volunteered to be an alternate.

Bill moved and Evelyn seconded to adjourn the meeting. All in favor. The meeting adjourned at 5:48
p.m.
