SUBJECT: Old U.S. Highway 20 Water Main Extension Project
The City is putting in a waterline from Seippel Road east on QId Highway Road to the
entrance of the Fairgrounds. I am sorry I did not think of this when I brought the bid
letting to you on May 6, 2002, and you established the bid award and public hearing for
June 3, 2002, but I am concerned that the contractor will not get done on time and the
area will be torn up during the County Fair
I have asked Water Department Manager Bob Green to send out an addendum to the
bid specs offering a $10,000 (about 7%) bonus for early completion.
I respectfully request Mayor and City Council approval.

SUBJECT: Old Highway 20 Water Main Extension Incentive Bonus
The time frame for completion of this project is 45 days from the date contracts are signed. It is
our goal to have water service to the fairgrounds in time for this year's fair. Do to the tight time
frame we are working with, I am recommending with your approval in providing an incentive
bonus for early completion of this project. We are anticipating that this project would be
completed except for seeding by July 15, 2002. Final cleanup and seeding would be scheduled
later this fall.
I am proposing that the successful bidder for this project be offered a one thousand dollar a day
bonus each day that the project is completed prior to July 15, 2002 with a cap of $10,000. Funds
are available to support this request from our C.I.P. Old Highway 20 Main Extension fund code
340-448-73211.
This project is currently out for bid and should this incentive bonus be approved, I will need to act
immediately in notifying bidders of the change.

Water Department Manager Bob Green recommends initiation of the bidding process
for the Old U.S. Highway 20 Water Main Extension Project, and further recommends
that a public hearing be set for June 3, 2002.
I concur with the recommendation and respectfully request Mayor and City Council
approval.
