An additional $400,000 in supplement funding for Healthy Homes interventions will also be requested. Since January 1992, the City of Dubuque has addressed childhood lead poisoning, first in cooperation with the Iowa Department of Public Health (IDPH), and then by conducting its own Childhood Lead Poisoning Prevention Program (CLPPP). In 1997, Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control Program Grant in the amount of $3.69 million; in 2003, a Round 11 HUD grant, in the amount of $2.4 million; and a Round 14 grant of $2.98 million in 2007, for a combined total of $9.09 million. To date, 1,180 properties occupied by very low to moderate-income families have been made lead safe. The current Lead Hazard Control Program is on track to complete an additional 129 units by the end of its performance period, November 15, 2018. This program has initiated many cost-effective measures to prevent and eliminate childhood lead poisoning in Dubuque and has built local capacity through extensive public education efforts. DISCUSSION This application is for a Lead-Based Paint Hazard Control Program totaling $2,900,000 to be submitted and administered by the Health Services and Housing and Community Development Departments. The application will include a request for $2,500,000 in lead hazard control dollars and $400,000 in healthy homes supplemental funds. This new funding will be utilized to address the larger historic homes that require high dollar remediations. If funded, the staffing for the new Program would be to hire one Program Coordinator/Manager, one Lead/Healthy Homes Inspector, and a half-time Lead Assistant. The goal would be a blended staff mix with the current Lead Program staff to ensure a smooth transition and reduced learning curve. HUD's goal is to have these grants awarded and begun by July 1 , 2017. Thus the projected performance period would be July 1 , 2017 through June 30, 2020. As required match, $150,000 in CDBG funds will be committed as part of the Council's approval of the application. The funds will be expended during fiscal years 2018- 2020. RECOMMENDATION It is recommended that the Council approve the submission of a Lead-Based Paint Hazard Control Program application to HUD. ACTION STEP The action requested of the City is to approve the attached resolution authorizing an application for the Lead Hazard Control/Healthy Homes Program funds for $2,500,000 lead hazard control and $400,000 healthy homes. This application is due to HUD March 23, 2017. cc: Mary Rose Corrigan, Public Health Specialist RESOLUTION NO. 95-17 RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN APPLICATION FOR A HUD LEAD PAINT HAZARD CONTROL AND HEALTHY HOMES PROGRAM GRANT Whereas, the City of Dubuque has operated a local childhood lead poisoning prevention program since 1994; and Whereas, the City initially received a HUD Round 4 Lead Hazard Control Program Grant in 1997, and had administered a program from 1997-2014 and November 2015 to present; and Whereas, the U.S. Department of Housing and Urban Development has made available additional funds for the Lead -Based Paint Hazard Control Program, including for lead-based paint hazard control, lead hazard awareness, training, community outreach, environmental assessments and treatment; and Whereas, the City of Dubuque proposes a Lead Paint Hazard Control Program throughout the entire City of Dubuque with a focus on historically significant properties in Census Tracts 1, 2, 5, 6, 7.01 and 7.02. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1: That the Mayor is hereby authorized and directed to execute an application to the U.S. Department of Housing and Urban Development for a Lead Based -Paint Hazard Control Grant in the amount of $2.900,000. Section 2: Funds from the Community Development Block Grant Program in the amount of $150,000 will be committed in fiscal years 2018-2021 as required match. Section 3: That the City Manager is hereby authorized and directed to forward said application and resulting standard executed contract to the respective agencies in a timely fashion and as required by the U.
