Meeting opened by Jeff Zasada, no current chairperson to run the meeting, at 3:50PM.
Present at meeting: Mark Gudenkauf, Richard Luchsinger, Katrina Wilberding, Benjamin
Beard, Tom Swift. Also in attendance: Todd Carr, Mike Sievers, David Stuart, Stuart
Hoover.

1. Mark Gudenkauf volunteered to be the chairperson. It was seconded by Tom
Swift. All board members agreed.
2. At 4:00PM the voice recorder was started and the meeting commenced with Mr
Stuarts appeal for property located at 1492 Locust St. Jeff Zasada started with
explaining the packet of information that was sent out prior to the meeting. It
included the meeting Agenda, a copy of the violation letter sent on 12/01/2016 to
Mr Stuart, a copy of Mr Stuarts appeal letter, 7 photos that were taken of the
property on 11/30/2016. Mr Hoover began at 4:12 PM with questions of Mr
Zasada about the nature of the violations and which sections of the code that
were referenced in the violation letter, Mr. Hoover was asking questions about
the first violation in reference to IPMC section 304.1.1. This discussion was
interrupted numerous time with discussion on the responsibilities of this board as
it pertains to what they are ruling on. After approximately 45 minutes it was
discussed and approved to continue this meeting at another time.. In the
meantime City Staff will research the board guidelines and discuss with City
Legal staff on the board responsibilities. City staff will specifically check into the
ability of the Board to set their own policies in regards to limiting the time to thirty
minutes per violation for the appellant to present evidence on their behalf to
justify their reasoning for appealing the violation. The Board members elected to
re-schedule the appeal hearing for the property located at 1492 Locust St and
will contact the appellant by mail with the date of the next hearing.
