MINUTES
CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Wednesday, March 15, 2017
City Council Chamber, Historic Federal Building
Commissioners Present: Vice Chairperson Pregler; Commissioners Charlie Wnterwood,
Alan Vincent, and Ron Collins.
Commissioners Excused: Chad Darter, Michael Wright, and Mark Dolson.
Commissioners Unexcused: None.
Staff Members Present: Laura Carstens David Johnson and Jill Connors.
CALL TO ORDER: The meeting was called to order by Vice Chairperson Pregler at 5:30
p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
that the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Collins, seconded by Wnterwood, to approve the minutes of the
February 15, 2017 meeting as submitted. Motion carried by the following vote: Aye —
Wnterwood, Vincent, Pregler, and Collins; Nay —None.
PUBLICHEARINGS: None.
ACTION ITEMS:
South Pointe Housing Urban Renewal Area: Staff Member Connors clarified this is the
creation of two new districts. She noted South Pointe was already reviewed by the
Commission, but new questions arose and the developer requested the application be
withdrawn. She clarified it is the same application, but the map has changed to reflect the
new route from the subdivision to the water tower. She noted the district will help the City
pay for infrastructure that will serve the South Pointe Subdivision. Staff Members Connors
clarified increment from the development will be allocated to low and moderate housing in
the City.
The Commission asked when increment from recent housing TIFs will be used and where.
Staff Member Connors noted City Staff is in the process of developing plans for the
increment funds.
Motion by W nterwood, seconded by Vincent, to recommend approval ofthe South Pointe
Housing Urban Renewal Area as it is consistent With the 2012 City of Dubuque

Comprehensive Plan. Motion carried by the following vote: Aye —Winterwood, Vincent,
Pregler, Collins; Nay — None.
Derby Grange Housing Urban Renewal Area: Staff Member Connors reviewed the Derby
Grange Housing Urban Renewal Area, noting the TIF will help fund installation of water
lines. She added that recently, a request has been made to extend City water service to
Timber Ridge and Rustic Point, and Rustic Point subdivision has requested to annex. She
explained the TIF will assist with the extension of water and sanitary sewer.
The Commission asked about the status of the annexations. Staff Member Carstens noted
Council will act on it at their March 20th meeting and it will be forwarded to the City
Development Review Board for consideration, with hopes the property will officially be
annexed in June.
The Commission asked what water lines are being assisted with TIF. Staff Member
Connors stated the main lines are incented, but the developer pays for everything within the
subdivision.
Motion by Vincent, seconded by Collin, to recommend approval of the Derby Grange
Housing Urban Renewal Area as it is consistent with the 2012 City of Dubuque
Comprehensive Plan. Motion carried by the following vote: Aye —Winterwood, Vincent,
Pregler, and Collins; Nay — None.

ITEMS FROM STAFF:
2017 Comprehensive Plan: Planning Services Staff provided an update of past and future
events for the new Comprehensive Plan. The Commission recommended the next
workshop have stations so conversation can be better focused and heard.
Memo on By-Laws- Roll Call Vote: Staff Member Carstens reviewed the Commission's By-
Laws and noted that voting procedure requires roll to be taken for each verbal vote. She
noted this procedure will be used for all future meetings.
ADJOURNMENT: Motion by Collins, seconded by Winterwood, to adjourn the March 15,
2017 Long Range Planning Advisory Commission meeting. Motion carried by the following
vote: Aye —Winterwood, Vincent, Pregler and Collins; Nay — None.
