Minutes_Resilient Community Advisory Commission City of Dubuque MEETING MINUTES GOVERNMENTAL BODY: Resilient Community Advisory Commission DATE: April 6, 2017 TIME: 5:00 pm LOCATION: Dubuque County Emergency Responder Training Facility (14928 Public Safety Way) MEMBERS PRESENT: Dean Boles, Sara Booth, Ben Darr, Steve Drahozal, Stephanie Grutz, Carrie Lohrmann, Robin Kennicker, Laura Roussell, Leah Specht STAFF PRESENT: Cori Burbach President Specht called the meeting to order at 5:00 p.m. Burbach confirmed that the meeting was in compliance with the Iowa Open Meeting Law. President Specht administered the Oath of Office for Commission member Carrie Lohrmann. MINUTE APPROVAL: Kennicker motioned, and Roussell seconded, approval of the minutes of the March 2, 2017 meeting. The motion passed anonymously. EMERGENCY PREPAREDNESS OVERVIEW: Dubuque County Emergency Management Agency Director Tom Berger and City of Dubuque Public Health Specialist Mary Rose Corrigan presented to the Commission the County and City's efforts to prepare for, mitigate, respond to, and recover from a variety of disasters. Berger notified the Commission that the County is currently updating the Dubuque County Hazard Mitigation Plan, and there will be opportunity for public input. Questions and discussion followed. INTEGRATED PEST MANAGEMENT PROGRAM ANNUAL REPORT: Burbach presented the first annual report, as required in the Integrated Pest Management program approved by City Council in June 2016. Lohrmann asked that the IPM program be put on the May agenda, giving an opportunity for commissioners to provide specific feedback. Commissioner Darr left the meeting at 6:30 pm. SUSTAINABLE DUBUQUE COMMUNITY GRANT PROGRAM: Burbach presented the history of the community grant program to the Commission, and an orientation to the scoring process. A motion was made by Boles and seconded by Booth to develop a subcommittee of three commissioners and Burbach, who would make a recommendation to the full Commission regarding grant awards. Per the motion, all commissioners will be invited to score the grant applications. The subcommittee will review the aggregated scores and make a recommendation for grant awards to the full Commission, who will make a recommendation to the City Council. The motion passed unanimously. Booth, Kennicker, and Roussell volunteered to participate in the subcommittee this quarter. Burbach will distribute the grant applications and historical information regarding the grants to the Commission in order to present a recommendation at the May meeting. COMMISSIONER REPORTS: Roussell, on behalf of Dubuque Trees Forever, invited all commissioners to attend the April 17 City Council meeting, when Mayor Buol will issue an Arbor Day proclamation. Commissioners provided guidance regarding process for future meetings, including preparation for an anticipated strategic planning session to be held at the regular June meeting. Burbach will follow up as needed. NEXT MEETING: Thursday, May 4, 2017, 5:00 pm at City Hall Annex, Conference Room I. ADJOURNMENT: Kennicker motioned, and Boles seconded, to adjourn at 6:50 pm.
