BACKGROUND
The construction of the roundabout at the Grandview Avenue & University Avenue
intersection in an effort to improve traffic flow, will also impact The Jule's midtown
transfer point and Allison-Henderson Park. State and Federal funding, including ICAAP
and safety funds, has been secured for the roundabout installation and additional State
funding can be sought for the midtown transfer relocation.
The current transfer location is a narrow curb cut and a single bus shelter lacking
sufficient space and amenities for the volume of passengers currently accessing the
site. When pulled over, the buses remain in close proximity to moving traffic and
passengers lack adequate space to wait or move between buses. As ridership expands
with the new evening service, the midtown transfer will serve as an even more integral
component of the City's transit system.
DISCUSSION
In anticipation of the roundabout installation, The Jule and Parks Department have
engaged in a discussion to locate the transfer in Allison-Henderson Park. Engineering
Department staff have been included in these conversations and drafted the initial
concepts and cost estimates.
The proposed relocation inside of the park includes a paved bus pull-in area, bus
shelters, regraded sidewalk to meet ADA requirements, security cameras, lighting and
ADA-compliant family-style restrooms added on to the top level of the existing Allison-
Henderson building.

BUDGETIMPACT
The total project cost for the transfer relocation and park improvements is estimated to
be approximately $385,371. The design, grading, and all vertical infrastructure and
installed equipment components are eligible for the Iowa DOT's Public Transit
Infrastructure Grant (PTIG) program and the non-eligible expenses, including paving
and landscaping can be utilized as in-kind match.
Some funding was set aside in the Roundabout project budget for the transfer relocation
and that amount is included in the Project Funding table below.

The city's portion of the costs is 41 % with the PTIG request covering the remaining
59%.
The application for PTIG funding is due May 1 , 2017. Funding announcements are
generally made in July or August and funds must be used within 18 months. The City
has historically been funded for PTIG requests and the high level of match for the
project is beneficial to the success of the application.
If the Public Transit Infrastructure Grant is not funded, other funding sources will need to
be evaluated including SRF sponsorship project funds.

The JFK Circle Phase 2 improvements were planned for FY19, however, given the
timing of the need for funding the Midtown Transfer Improvements, funding for the JFK
Circle Phase 2 improvements will need to be requested in a future budget process.
RECOMMENDATION/ACTION STEP
I request approval to submit the grant with the amenities and funding structure detailed
above with final design completed once grant funding is secured.

Description of the proposed project:
The City of Dubuque has secured ICAAP, STP and TSF to install a roundabout at the North Grandview Avenue & University
Avenue intersection to improve traffic flow and pedestrian access in the Midtown/College Grandview area. This installation will
impact both The Jule's midtown transfer point and a large neighborhood park at this location. In planning to move the transfer
location to better accommodate passengers and routes in the future, The Jule, Engineering and the Parks Departments engaged in a
collaborative planning effort to relocate the transfer 1 block north of its current location, into the park space. Multiple departmenst
are providing local match funding from various Capital Improvement Programs as well as staff support for the project.
The proposed relocation inside of the park includes a paved bus pull -in area, bus shelters, regraded sidewalk to meet ADA
requirements, security cameras, lighting and ADA -compliant family -style restrooms added on to the top level of the existing Allison -
Henderson building. The Jule has coordinated with the Engineering Department to design the bus shelter consistent with the
architecture of the neighborhood surrounding the park. The Jule will contribute funding as in-kind match to grade, fill, and pave the
bus area and adjacent sidewalks which will improve the accessibility of existing park sidewalks.
Justification of the proposed project, including anticipated benefits to the transit program:
The current transfer location is a narrow curb cut and a single bus shelter lacking sufficient space and amenities for the volume of
passengers currently accessing the site. When pulled over, the buses remain in close proximity to moving traffic and passengers lack
adequate space to wait or move between buses. The City of Dubuque is investing in new evening service until 9pm with this transfer
serving as the main hub for evening routes, reaffirming it as an integral component of the City's transit system. The proposed project
addresses these problems through the construction of a separated and sheltered bus pull -in area and improvements to passenger
amenities such as accessible sidewalks, shelters, and restrooms. Since the project is a multi -department partnership, it will provide
improved access for transit passengers to the programs and offerings of the parks division. Through The City's local funding of
grading and paving the area, existing park sidewalks will go above and beyond ADA compliance and provide restroom access to
both Jule passengers and employees.
The City of Dubuque's construction of a roundabout at the current transfer point is an unprecedented opportunity for coordination of
of a multi -modal infrastructure project that will dramatically improve the current transit amenities while increasing safety and

improving access to a community park. The location of the proposed project is ideal for The Jule's purposes as it is within walking
distance of a high school, middle school, two colleges, and multiple medical facilities and employers. This is consistent with The
Jule's priority of improving access to work, educational, or medical opportunities when making route or facility changes.
Proposed implementation schedule:
The following schedule is designed based on opportunities for joint bidding with the larger roundabout project as well as the
available match funding from FY2018 and FY2019 being applied to the project.
