Public Health Specialist Mary Rose Corrigan requests City Council approval for the City
Manager to sign a letter of support to the Iowa Department of Public Health for the

Attached is a letter of support for the Iowa Department of Public Health (IDPH) for the
continuation of the Childhood Lead Grant funding with the Center of Disease Control
and Prevention (CDC).
BACKGROUND
The Iowa Department of Public Health is in the process of applying for funding from
CDC to support Childhood Lead Poisoning Prevention activities including: blood lead
testing, surveillance, and targeted-based interventions.
This grant will provide much needed funding to enable the Childhood Lead Program to
provide the needed surveillance activities and to provide additional assistance to lead-
poisoned children within populations of greatest need in Iowa, including Dubuque.
The City of Dubuque Health and Housing & Community Development Departments
have played a vital role in working to protect Iowa children in the Dubuque area from
lead poisoning and other related hazards. The Iowa Department of Public Health
appreciates our efforts and looks forward to a continued partnership through granting of
funds received through the CDC grant.
RECOMMENDATION
I request that you sign the attached Letter of Support for the Iowa Department of Public
Health Lead Program letter of support to CDC for continued funding.

The City of Dubuque Health Services Department's manager, Mary Rose Corrigan,
manages our Childhood Lead Poisoning Prevention Program (CLPPP). The City has
had a CLPPP since 1994 and since 1996 a joint program with our Housing &
Community Development Program to administer Housing & Urban Development (HUD)
Lead Hazard Reduction Grants. The Health Services Department is a city department,
but works very closely with the Dubuque County Health Department on lead and other
public health-related issues. The Health Services Department plans, budgets, and
coordinates activities related to public health assessments, assurance, and policy
development. The City of Dubuque Health Services Department's primary responsibility
is to plan programs and develop, and enforce policies based on the Community Health
Needs Assessment, respond to related health issues and emergencies as required, and
respond to health-related complaints in a professional manner. Examples of
departmental activities include: food inspection, swimming pool/spa inspection,
nuisance control, animal control, public health education and planning, and public health
preparedness planning.
The Health Services Department CLPPP oversees the medical case management of
lead poisoned children through contracted services with the Dubuque Visiting Nurse
Association, conducts community outreach and education, or primary prevention on
lead poisoning, and staff development. The Health Services Department partners with
the City of Dubuque Housing & Community Development Department to remove lead
hazards in residential units under the HUD Lead -Based Paint Reduction Program.
The funding the city receives from the Iowa Department of Public Health has enabled us
to provide nursing case management and home -visit services along with community

education and outreach in a variety of ways including neighborhood outreach, multi-
media outreach, and educating healthcare providers and parents. The funding also
enables us to train staff and encourage screening of children ages 0-6 years for lead
poisoning.
The City of Dubuque Health Services Department is committed to collaborating with the
Iowa Department of Public Health through partnering on specific projects, sharing data,
providing education and outreach to our community in order to address lead poisoning
in Iowa. The Iowa Department of Public Health will continue to provide excellent service
to the City of Dubuque and other local health departments in achieving our Childhood
Lead Poisoning Prevention goals.
