Van Milligen, City Manager SUBJECT: Letter of Support for Steeple Square Redevelopment Project DATE: April 25, 2017 The Steeple Square Board has been working to redevelop all of the buildings on the former St. Mary's Church campus, located between 15th and 16th Streets along White Street. The Board now plans to redevelop the former church and rectory buildings using State Historic Tax Credits. As part of the registration process of the project with the State of Iowa, the development team must submit proof of financial commitments to the project. As the buildings are eligible for the Economic Development Downtown Rehabilitation grants in an amount equal to $35,000, the City has provided a written commitment of those grants. In addition, there will be a recommendation to provide ten years of tax increment financing for the project once the parties are ready to enter into a development agreement. Economic Development Director Maurice Jones recommends City Council approval of a letter of support for the Steeple Square project. BACKGROUND The Steeple Square Board (the Board) has been working for several years to fundraise in an effort to redevelop all of the buildings on the former St. Mary's Church campus, located between 15th and 16th Streets along White Street. The redevelopment of the former school building is underway, which will create 12 apartments in the neighborhood. DISCUSSION The Board now plans to redevelop the former church and rectory buildings, as well, using State Historic Tax Credits. As part of the registration process of the project with the State of Iowa, the development team must submit proof of financial commitments to the project. As the buildings are eligible for the Economic Development Downtown Rehabilitation grants in an amount equal to $35,000, we have provided a written commitment of those grants. In addition, there will be a recommendation to provide ten (10) years of tax increment financing for the project once we are ready to enter into a development agreement, as it will improve the neighborhood by providing space for a daycare center, opportunities for job training, and event space for social and community activities. These opportunities further the City's goals of economic prosperity and social & cultural vibrancy in the area. Redevelopment of this area is an important step in revitalizing the surrounding neighborhood while supporting City priorities and the work of multiple non-profit organizations. I am pleased to offer a $35,000 Downtown Rehabilitation funds in the form of a 1:1 matching grant.
