DATE: April 24, 2017 RE: 2017 Pavement Marking Project (CIP 3002245) INTRODUCTION The enclosed resolution is in reference to the public hearing for the 2017 Pavement Marking Project. BACKGROUND The City of Dubuque, Iowa contracts a pavement marking project annually to furnish, install, maintain, and remove permanent pavement markings to include Lines and Symbols and Legends on City of Dubuque streets as directed by the Engineering Department. DISCUSSION The project involves the removal and/or installation of permanent pavement markings on streets designated by City Engineering. Pavement markings are applied using a waterborne paint with a life of two (2) years. The Pavement Marking Project is completed annually due to a more rapid deterioration on high volume, high vehicular movement roadways. As part of an Iowa Department of Transportation (DOT) request, the City of Dubuque will include portions of Iowa DOT pavement markings with this project, due to Iowa DOT staff limitations and required nighttime work. This request would include all Symbols and Legends and a portion of Lines on Iowa DOT routes within the City of Dubuque. Payment will be made by the Iowa DOT for their share of project costs to the City of Dubuque after the final project acceptance. Annually, the duration of the pavement marking project occurs within two fiscal years; typically starting in April or May and concluding in October. Due to the duration of this project, funds from CIP 3002245 has a FY17 balance of $22,082 which will be carried over and applied to FY18 budgeted project funds of$135,000. PROJECT SCHEDULE The schedule for the project will be as follows: Initiate Bidding April 17, 2017 Advertisement for Bids April 21, 2017 Notice of Hearing on Plans & Specifications April 21, 2017 Public Hearing May 1, 2017 Receipt of Bids May 4, 2017 Award of Contract May 15, 2017 Completion Date October 20, 2017 RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the 2017 Pavement Marking Project through the adoption of the enclosed resolution.
