Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: Amendment of Chaplain Schmitt Island Master Plan to Remove Housing DATE: April 24, 2017 INTRODUCTION This memo requests City Council approval to amend the Chaplain Schmitt Island Master Plan adopted by City Council Resolution No. 224-14 on July 21 , 2014. The requested amendment is to to remove the option of housing from the Master Plan. The executive Summary and a resolution are enclosed for consideration. DISCUSSION The City Council made creation of a Master Plan for Chaplain Schmitt Island a priority. The Master Plan was co-funded by the City of Dubuque and Dubuque Racing Association (DRA). On April 3, 2017, the City Council approved initiation of the application process for a Planned Unit Development PUD rezoning of Chaplain Schmitt Island consistent with the 2014 Master Plan. The DRA has retained RDG Planning & Design to start the implementation process for the Master Plan. A key process step for plan implementation is to ensure zoning regulations and design standards facilitate the desired outcomes of the Master Plan. A PUD rezoning is recommended because it allows customized zoning regulations and design standards. In the process of developing PUD zoning regulations and design standards, City staff and RDG personnel have engaged major leaseholders on Chaplain Schmitt Island: DRA, Q Casino, American Marine, Mystique Community Ice Center, and Catfish Charlie's Restaurant. A common concern has emerged with the Master Plan's option of housing among these stakeholders for these reasons: Conflicts often arise between housing and commercial / recreational / entertainment venues located next to each other. Complaints from residents about adjacent businesses typically include: noise, odors, lighting, hours of operations, signs, traffic, and parking. Existing and planned development on the island are likely to experience these types of conflicts. 1 • The City of Dubuque has opportunities for various housing types throughout the community, but there is only one Chaplain Schmitt Island. The highest and best use for this unique asset does not include housing. • Financing for housing on the island will be problematic due to City ownership and leasing terms. Obtaining conventional mortgages for housing on leased land will be difficult. • Much of Chaplain Schmitt Island is required to meet Federal and City floodplain management regulations. These regulations discourage the construction of housing through stringent building and access requirements that are not applicable to non-residential uses. RECOMMENDATION Planning Services staff shares these concerns, and recommends amendment of the Chaplain Schmitt Island Master Plan to remove the housing option. The Chaplain Schmitt Island Master Plan identifies three planning areas: Island Resort and Lake Peosta Recreational Channel on the north half of the Island, and Marina Village on the south half of the Island. With removal of the housing option from the Plan, the Marina Village planning area needs to be renamed. "Island Destination" is recommended to reflect the mix of retail, commercial entertainment, and recreational businesses and attractions that exist and are planned for the south half of the Island. Enclosed is the amended Chaplain Schmitt Island Master Plan which reflects the removal of the housing option and the renaming of the Marina Village to the Island Destination. All references to housing have been removed from the text and the graphics in the Plan.
