CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. on April 24, 2017 in the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Buol; Council Members Connors, Del Toro, Jones, Lynch, Resnick;
City Manager Van Milligen
Absent: Council Member Rios
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting such business that may properly come before the City
Council and a work session on Inclusive Dubuque.
CONSENT ITEMS
Motion by Lynch to receive and file the documents, adopt the resolutions, and dispose
of as indicated. Seconded by Resnick. Motion carried 6-0.
1 . Alcohol License Application: City Manager recommending approval of a request
from Sportster's Pub and Grub, 2600 Central Avenue, for an outdoor service, special
event alcohol license in conjunction with a fundraising event on, Saturday, April 29, 2017.
Upon motion the documents were received and filed and Resolution No. 151-17
Approving applications for beer, liquor, and/or wine permits, as required by City of
Dubuque Code of Ordinances Title 4 Business and License Regulations, Chapter 2 Liquor
Control, Article B Liquor, Beer and Wine Licenses and Permits was adopted.
WORK SESSION
Inclusive Dubuque Quarterly Work Session
Inclusive Dubuque network partners Katrina Farren-Eller, Alicia Ries, Shirley Horstman,
Dr. John Eby and Loras College Interfaith Research Team, Sam Giere, Kelly Larson
and Katherine McFarlin reported on activities and accomplishments since December
2016. Topics included:
• Purpose of the network
• Kotter's Change Model to implement change powerfully and successfully
• Funding partners
• Definitions of diversity, equity and inclusion
• Three levels of network equity education goals and strategies: individual,
institutional and systems
• Polarity between individual and institutional levels
• Network partners working at the individual and institutional levels
o Education sector: collaborative effort, vision, funding, Moxie Squad
o Community Climate Survey: objectives and survey results

o Areas of interest for Inclusive Dubuque: gender identity, sexual
orientation, heritage, political perspective, religious orientation
o Data collection / Next steps
o "I am a Dubuquer" community campaign
o Infrastructure teams and goal areas
• Americorps / VISTA program collective impact and economic
opportunity-centered projects; academic achievement; My Brother's
Keeper initiative
There being no further business, upon motion the City Council adjourned at 6:48 p.m.
