reason of inadequate maintenance, dilapida-
tion, obsolescence, fire hazard, disaster, dam-
age or abandonment is, for the purpose of this
section, an unsafe use.
All such unsafe electrical systems or
equipment are hereby declared to be public
nuisances and shall be abated by repair, re-
habilitation, demolition or removal in accer-
dance with the procedures set forth in Chap-
ter I of the Code of Ordinances. As an alter-
native, the building official or other employee
or official of this jurisdiction as designated by
the governing body may institute any other
appropriate action to prevent, restrain, cot-
rect or abate the violation.
81-3. Electrical code board.
(a)
Board established. In order to determine
the suitability of alternative materials
and methods of installation; to provide
for reasonable interpretations of the
electrical code; to serve as an appeal
body for the decisions of the building
official; to advise the city council on all
electrical regulations and procedures;
and to provide for e~zmluing applicants
for electrical contractor's registration,
electrical maintenance and journeyman
electrician certificates of competency and
issuing electrical contractor's registra-
tion and electrical maintenance and
journeyman certificates of competency,
there is hereby created the electrical
code board.
(b)
Membership. The electrical code board
shall consist of five (5) members appoint-
ed by the city council. Four (4) members
shall have a background or experience in
electrical engineering, electrical contract-
ing, electrical installation or electrical
maintenance, and one (1) member shall
be appointed from the public at large.
(c) Term of office. The term of office of alt
board members shall be three (3) years.
(d)
Rules and regulations. The board shall
make such rules and prescribe such pro-
cedures as may be reasonably necessary
for its operation, except that such rules
shall include the following:
(1) Board chairperson. The chairperson
of the board shall be a member of
the board elected annually by a
majority of the board.
(2) Secretary of the board. The building
official, or designee, shah be secre-
tary of the board. The secretary
shall arrange for meetings and pre-
pare and keep such minutes and
records and perform such other
clerical work as the board may dj-
rect.
(3) Quorum. Three (3) members shall
constitute a quorum. The concurring
vote of three (3) members of the
board shall be necessary to pass any
motion.
(4) Service until appointment of succes-
sor. Upon completion of the term
office, members of the electrical code
board shall continue to serve in
their full capacity until their succes-
sor has been duly appointed.
(5) Meetings. The electrical code board
shall meet at least once every three
(3) months upon call of the chairper-
son, secretary or city manager.
Members of the electrical code board
shah attend at least two-thirds (2/3)
of all scheduled meetings within a
twelve month period. If any member
does not attend such prescribed
number of meetings, it shall consti-
tute grounds for the board to recom-
mend to the city council that said
member be replaced.
(6) Attendance. The attendance of all
members shall be entered on the
minutes by the secretary.
(7) Conformity with open meetings law.
All meetings shall be held in confor-
mance with provisions of the Iowa
Open Meetings Law.
(8) Minutes. The electrical code board
shall file with the city council a copy
of the minutes of each meeting of
the board within ten (10) working
days after such meeting.

Sec, 15.5-21. Created; Composition:
There is hereby created an Environmental
Stewardship Advisory Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
ber representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)'
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with enviroamen-
talfolological science, health care, busi-
nessYindustry, and environmental/civic groups.

Sec. 15.~5-22. Application And Appoint-
merit Process:
The appointment process to the Corn.miss[on
by the City Council shall include at least the
following:
(1)
An application form requesting basic
information on the education, training,
experience, expectations and other quail-
ficat, ions of the applicant;
(2)
Notice to and an opportunity for the
general public to comment in wz~ting on
the qualifications of each applicant; and
(3)
A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the

Sec. 18.5-23.
Term; Term Limits; Filling
Of Vacancies; Compensa-
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor ia
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial ter~ shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
followlng year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of t~vo-
thirds (2/3) of all members of the City Council.
A vacancy on the Comrnlssion caused By res-
ignat~en or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18,5-24. Duties:
The dut/es of the Commission shall be as

To develop, articulate and propose goals,
objectives and policies for the steward-

year and thenceforth periodically. It

The provisions of this Article shall apply to
those persons enumerated in Code of Iowa sec-

A Civil Service Commission is hereby created
under and in accordance with the provisions of
chapter 400 of the Code of Iowa. (1976 Code,

Sec. 2-180. Qualifications Generally:
Civil Service Commissioners must be citizens
of Iowa, eligible electors as defined in chapter
39 of the Code of Iowa, and residents of the City
preceding their appointment, and shall not hold
or be a candidate for any office of.public trust.
The Human Rights Director shall, ex officio, be
a member, without vote, of the Civil Service
Commission.
Civil Service Commissioners shall not buy
from, sell to, or in any manner become parties,
directly, to any contract to furnish supplies,
material, or labor to the city in which they are

Sec. 2-181. Appointment; Term:
The Mayor, with the approval of the Council,
shall appoint three (3) Civil Service Commis-
sioners who shall hold office, one anti] the first
Monday in April of the second year, one until
the first Monday in April of the third year, and
one until the first Monday in April of the fourth
year, after such appointment, whose successors
shall be appointed for a term of four (4) years.

BOARD/COMMISSION APPLICATION FORM
Individuals serving on Boards and Commissions play and important role in advising the Council on matters of interest to our community and its future.
The City Clerk's Office, City Hall, 50 W. 13th St., Dubuque, IA accepts application for any Board and/or Commission at any time, and that application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled council meeting, applications will be submitted to the City Council for their review and applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular commission. Applicants will be advised when the application is being presented. Appointment to the Board or Commission will be made at a later meeting. Applicants will then be notified as to the outcome of the Council's action. If not appointed at that time, this application will be resubmitted, as needed, as long as the application is active (unless the applicant advises they are no longer interested)
