Van Milligen, City Manager SUBJECT: Old U.S. Highway 20 Water Main Extension Project Sealed bids were received for the Old U.S. Highway 20 Water Main Extension Project. Water Department Manager Bob Green recommends award of the contract to the Iow bidder, McDermott Excavating; in the amount of $101,867.90, which is approximately $43,000 below the Engineer's estimate. I concur with the recommendation and respectfully request Mayor and City Council approval. Highway 20 Water Main Extension Project INTRODUCTION: The purpose of this memorandum is to recommend that the City Council approve the attached resolutions adopting the plans and specifications and awarding the contract for the water main project at the intersection of Old U. S. Highway 20 and Seippel Road to the Dubuque County Fairground entrance. DISCUSSION: This project provides for approximately 2,600 feet of 12-inch ductile iron water pipe with accessories to be installed on Old U. S. Highway 20 starting at Seippel Road. This project is part of an effort to supply water service to the Fairgrounds and to provide a second water main feed line to the Industrial Park West and the Country Care Facility. Nine bids were received from contractors for this project. The bids were as follows: Company Bid 1. McDermott Excavating - Dubuque, Iowa $101 867.90 2. Fischer Excavating - Freeport, II. $159,518.20 The monies for this project will come from the Capital Improvement Project Fund. The Engineers estimate for this project was $145,000. The Iow bid is 29.71% under the engineer's estimate. ACTION REQUESTED: I recommend that the City Council approve the attached resolutions adopting the plans and specifications and awarding the contract to McDermott Excavating of Dubuque, Iowa in the amount of $101,867.90. S. Highway 20. Whereas, notice of hearing on the plans, specifications, form of contract and estimated cost was published as required by law. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Old U.S. Highway 20 Water Main Extension Project INTRODUCTION: The purpose of this memorandum is to inform you that the plans and specification have been completed and received from I. I. W. Engineers and Surveyors P.C., of Dubuque Iowa for the installation of approximately 2,600 feet of 12 inch ductile iron water main on Old U. S. Highway 20 West. DISCUSSION: This project provides for the installation of approximately 2,600 feet of 12" ductile iron water main along the north side of Old U. S. Highway 20 starting at the intersection of Seippel Road and Old Highway 20 continuing to the east side of the Dubuque County Fairground entrance. This is Phase I of a multi phase project to supply water to the Dubuque Country Fairgrounds and will eventually provide a second water main feed line to the Westside Industrial Park. The monies budgeted for the installation services for this water main project is from the FY '02 Budget and is in the amount of $150,000 dollars. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That on the 3~ day of June, 2002 a public hearing will be held at 6:30 p.m. in the Public Library Auditorium at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and cost of said improvement, and the City Clerk be and is hereby directed to cause a notice of time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be not less than four days nor more than twenty days prior to the day fixed for this consideration. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, contract, or estimated cost of the improvement. Section 3. That the City Clerk is hereby directed to advertise for bids for the construction of the improvement herein provided to be published in a newspaper having general cimulation in the. City of Dubuque, Iowa, which notice shall not be less than four days nor more than twenty days prior to the receipt of said bids at 10:00 a.m. on the 21st day of May, 2002. Bids shall be opened and read by the City Clerk at said time and will be submitted to the Council for final action at 6:30 p.m. on the 3rd day of June, 2002.
