Van Milligen, City Manager FROM: Rich Russell, Building Services Manager SUBJECT: City Hall First Floor Remodeling INTRODUCTION The enclosed resolution provides for the award of the construction contract for the City Hall First Floor Remodeling Project. BACKGROUND Anderson Design & Consulting, Inc. completed the design and construction documents for the City Hall First Floor Remodeling Project. Jerry Anderson will provide periodic inspections of the project. City Building Services Department will also provide their normal inspection services. This project is part of the long-range capital improvements project to remodel the entire City Hall facility. CONSTRUCTION BID This project provides for the construction of a new steel ceiling along the first floor corridor, eleven historic light fixtures, construction of bulkheads and the relocation of various existing mechanical items. BID RESULTS Sealed bids were received for the City Hall First Floor Remodeling Project on May 23, 2002. Tricon Construction Group of Dubuque, Iowa submitted the Iow bid in the amount of $56,000.00. The following is a summary of the bid proposals received: Bid Tricon Construction Group $56,000.00 Klauer Construction $56,840.00 Gerardy Construction $58,236.00 DISCUSSION Upon reviewing the bid proposals received, staff is recommending the construction bid from Tricon Construction Group be approved at this time. City Solicitor Barry Lindahl has reviewed the bond for the Iow bidder and has found it to be in order. RECOMMENDATION I recommend that the construction contract for the City Hall First Floor Remodeling Project be awarded to Tricon Construction Group in the amount of $56,000.00, which is 15% under the designer's estimate. BUDGET IMPACT The construction cost estimate for the City Hall First Floor Remodeling Project is as follows: Estimate Bid Construction Cost: $65,825.00 $56,000.00 The City Hall First Floor Remodeling Project is funded from several sources; including Sales Tax Fund, General Fund and the DRA Distribution. Dubuaue, IA 52001-4864 RESOLUTION NO. 292- 02 RESOLUTION ADOPTING PLANS AND SPECIFICATIONS Whereas, on the 7thth day of May, 2002, plans, specifications, form of contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the City Hall First Floor Remodeling Project. Whereas, notice of headng on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, City Clerk RESOLUTION NO. 293-02 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the City Hall First Floor Remodeling Project pursuant to Resolution No. 247-02 and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the May 7, 2002. Whereas, said sealed proposals were opened and read on the 23rd day of May, 2002, and it has been determined that the bid of Tdcon Construction Group of Dubuque, Iowa in the amount of $56,000.00 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Tricon Construction Group and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
