Minutes Long Range Pl 5 15 02 MINUTES LONG RANGE PLANNING ADVISORY COMMISSION MAY 15, 2002 7:00 p.m. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Mary Lynn Neumeister; Commissioners: Dave Rusk, Charles Winterwood, Floyd Schneider, Rick Stein and Mike Portzen; Staff Members: Laura Carstens and Lisa Sesterhenn. ABSENT: Commissioner: Roy Buol. CALL TO ORDER The meeting was called to order at 7:00 p.m. CERTIFICATION OF COMPLIANCE Staff presented an Affidavit of Compliance verifying that the meeting was being held in cempliance with the Iowa Open Meetings Law. MINUTES Motion by Stein, seconded by Winterwood to approve the meeting minutes of 4/17/02 with the correction of changing Commissioner Schneider from "Absent~ to "Present~ passed unanimously. ACTION ITF-~ Proposed Land Use Map Carstens reviewed the changes that were made to the Proposed Land Use Map at the request of Commissioners. After reviewing the map, Commissioners requested that staff make the following changes to the Proposed Land Use Map: change date on map, ETJ Boundary should not include Wisconsin or Illinois, agriculture should not be shown as a land use in the City limits, and the color for the Rural Residential land use should be changed as it is too close to Agriculture. Staff will revise the Map for review by the Commission in June. Community Indicators for Success Sesterhenn reviewed the status of the project and the attempts that have been made to gather the data for the indicators as approved by the Commission and the City Council. Based on the research and data gathering efforts made to date, Sesterhenn stated that she categorized the indicators in three ways: indicators that data has/can be completed, recommended new indicators, and indicators recommended for deletion. Commissioners reviewed each of the indicators and made recommendations for each of the 14 categories of the indicators. Commissioners also recommended that staff provide state, national, and state-urban area data for comparison wherever possible. Long Range Planning Advisory Commission May 15, 2002 Page 2 MAlSONI~iTTEE REPORTR ..J..oint City/County Plannin,q Committee Staff reported that the staff-level working group is continuing to develop a draft agreement incorporating the changes proposed by the City Manager, Council Member Michalski, and the Board of Supervisors. Downtown Piannin,q Committe~, Rusk reported that the Downtown Planning Committee is moving forward with an RFP for a consultant for the master planning process. He also stated that funds are not available from the Iowa Depa~h~ent of Economic Development until after 7/1/02. EnterPrise Zone Commission - No report. ITEMS FROM CO~MISSlON Chairperson Neumeister noted that the =Back to the Future' article distributed in the April agenda packets highlighted the importance of updating the Zoning Ordinance. She suggested that the Tallahassee firm mentioned in the article be contacted for a cost estimate at the appropriate time in the budget cycle.
