MEMORANDUM
May 15, 2002
TO: Michael C. Van Milligen, City Manager
FROM: Don Vogt, Operations and Maintenance Manager
SUBJECT: Audubon Society Bulletin Board
INTRODUCTION
The purpose of this memorandum is to solicit approval to accept and install a bulletin
board donated by the Dubuque Audubon Society.
DISCUSSION.
Late last year, I received a letter from the Society's president, Wayne Buchholtz,
indicating the group's desire to donate a bulletin board for the park area on the west
side of the East 16th Street stormwater detention basin. He noted the Society's intent
that the bulletin board be installed near the wildlife observation shelter previously
donated by the group. After meeting with you to discuss the request, I conveyed the
City's requirements regarding review of postings and ownership - all contingent upon
approval by the City Council. By the attached letter, the Society has agreed to our
conditions.
RECOMMENDATION
I recommend that the donation of the bulletin board by the Dubuque Audubon Society
be accepted by you and the City Council and that staff be directed to install and
maintain same, as per the conditions acknowledged by Mr. Buckholtz.

Dear Mr. Vogt:
The Dubuque Audubon Society accepts the conditions set in the letters received
December 19 and 26 of 2001 for the donation and use of the bulletin board at the 16th
Street detention basin. The conditions as outlined in your letters include:
1. The City would have the only keys to the bulletin board
2. All postings would first be reviewed and approved by Public Information Officer
Susan Gwiasda
3. Approval by the City Council
I am glad to here that you did receive the bulletin board. I hope the bulletin board will be
a good addition to the detention basin. Citizens of Dubuque will be able to use it for
many years to learn of activities, events and announcements related to environmental
issues.
Please let me know when the City Council approves this donation. If you have further
questions or comments about this donation please contact me at 582-7215.
Sincerely,
Wayne Buchholtz
