Koch, Public Works Director SUBJECT: 2001 Harbor Maintenance Dredging Project INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the 2001 Harbor Maintenance Dredging Project. BACKGROUND The City of Dubuque has a contractual obligation under various riverfront-leased properties to maintain adequate harbor depths for navigation. The City is required to perform maintenance dredging operations at several river terminals and marina locations as required per lease agreements to facilitate adequate depth for commercial barge and recreational navigation. Per the current lease agreements, the City is required to dredge six (6) docking facilities: one located outside the Ice Harbor Gates--Dubuque Terminals (Newt Marine Service); three of which are located in Dove Harbor--Alliant/Interstate Power, Agri-Grain and Koch Materials; one located in the Peosta Channel--Peavey Company; and one located at the Dubuque Yacht Basin (Shanley Marina). DISCUSSION The 2001 Harbor Maintenance Dredging Project has been completed by Newt Marine Service of Dubuque, Iowa in the final contract amount of $83,708.95, which is a 6.1% increase from the original contract in the amount of $78,880. The completed project included the mechanical dredging of one (1) marina area located at the Dubuque Yacht Basin. The entrance corridor to the Dubuque Yacht Basin marina was dredged to an elevation of 586 feet mean sea level, which required approximately 6800 cubic yards of dredge material to be removed. The completed project will provide improved water depths for recreational navigation, which enter and exit the marina area. RECOMMENDATION I would recommend that the City Council accept the improvement and recommend that the final contract amount be established at $83,708.95. BUDGET IMPACT The construction cost for the 2001 Harbor Maintenance Dredging Project is as follows: Estimate Bid Final Dredging Contract $ 94,100 $ 78,880 $ 83,708.95 Contingency (10%) 9,410 9,410 Engineering & Inspection (5%) 5,175 5,175 4,084.36 Total Dredging Estimate $108,685 $ 93,465 $ 87,793,31 The project will be funded from the Local Option Sales Tax Fund under a Capital Improvement Program appropriation in the amount of $50,000 for FY 2002 and a carryover balance from FY 2001 in the amount of $80,000, for a total available budget of $130,000. The remaining balance amount of $42,000 will be used for future maintenance dredging projects. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount. Prepared by Robert D. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the Fiscal Year 2002 Harbor Area Maintenance Capital Improvement Program in amount equal to the amount of his contract, less any retained pementage provided for therein. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $87,793.31 and the said amount shall be paid from Fiscal Year 2002 Harbor Area Maintenance Capital Improvement Program of the City of Dubuque, Iowa.
