Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Commissioner Norton recused himself and stepped down from the table.
The applicant's representative spoke in favor of the request, reviewing location of
property is within the existing mobile home park with access provided by a 40-foot
access easement. He noted the plat will create a small substandard lot.
Staff reviewed the staff report, noting that all roadways within the mobile home park are
private streets and the proposed 40-foot access easement is adequate to serve the
parcel. Staff explained the Plat of Survey is being reviewed by the Commission as Lot 2
does not have frontage on a public or private street.
There were no public comments.
The Zoning Advisory Commission discussed the request, and discussed if the area
included in Lot 2 was required to be open space or park land. Planning staff referred to
the location map in the packet, and reviewed that the park space is already provided in
another section of the mobile home park.
Recommendation
By a vote of 5 to 0 with one abstention, the Zoning Advisory Commission recommends
that the City Council approve the request and waive the street frontage requirement for
Lot 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The Plat of Survey of Table Mound Mobile Home Park No. 2 subdivides an existing
parcel located at the northwest corner of the property. The subject property is currently
not developed as part of the Table Mound Mobile Home Park and the property owner
desires the parcel to be separate from the balance of the mobile home park.
DISCUSSION
The submitted Plat of Survey of Table Mound Mobile Home Park No. 2 subdivides an
existing 52.78-acre parcel in two lots. The Zoning Advisory Commission is reviewing
this Plat of Survey as Lot 2 will not have frontage on an approved private street or public
street. There is a 40-foot wide access easement to the parcel. If the property was to be
developed as part of the mobile home park this would provide sufficient access to the
1.6-acre parcel.
RECOMMENDATION
Planning staff recommends the submitted Plat of Survey of Table Mound Mobile Home
Park No. 2 be approved subject to waiving the lot frontage requirement for Lot 2.

RESOLUTION APPROVING THE PLAT OF SURVEY OF TABLE MOUND MOBILE
HOME PARK NO. 2 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey of Table Mound
Mobile Home Park No. 2 in the City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 0 feet of frontage for Lot 2 on a public or
approved private street, where 50 feet of street frontage is required by Section 11-14 of
Title 15 of the City of Dubuque Code of Ordinances, Unified Development code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find
that it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code, is waived to allow 0 feet of frontage on a public
street or an approved private street for Lot 2.
Section 2. That the Plat of Survey of Table Mound Mobile Home Park No. 2 is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said Plat of Survey.
