Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of $29,000 for
the City of Dubuque to purchase two editing systems to replace the existing work
stations which are six and seven years old, respectively.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on May 3, 2017, the Cable TV Commission approved a request from the City of
Dubuque for$29,000 to purchase two editing systems to replace our existing work stations
which are six and seven years old respectively.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded
for$612,121
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: IMPORTANT: The itemized list below is the cost per
computer. The total amount will be doubled.
Our existing editing computers have been in use since May 2010 and August 2011. We are requesting funding to replace
both of them and migrate to Adobe's Creative Cloud suite of applications (the only option available to get the latest
software). We have worked with the City's Information Services Department to configure a computer to meet our
needs. The provided quotation from Network Computer Solutions utilizes government-contract pricing permissible
through City purchasing policy with City Manager approval. This approval has been requested and the funding request
will not be submitted for City Council consideration without it. In addition to the computers, we are adding two video
in/out cards, for SDI and Firewire. Software costs are an estimate for Adobe Creative Cloud through 2018. The City has
an account with and has purchased several licenses through Emergent LLC. Those licenses cost$829 for a year. I have
included an e-mail from Emergent explaining that to the price can change month to month so they can't provide a price
until we go to actually at the license. I have estimated the cost at$830 for a year and $490 ($70 a month) for June 1 to
December for a total of $1320 per computer.
Describe how the community will benefit from your request::The City of Dubuque produces a tremendous amount of
programming each year to run on CityChannel Dubuque. This funding request will enable us to replace our existing
aging editors with super-powerful computers and allow us to have the latest software to run on them.
