PURPOSE
To provide a summary of the historical ridership to the Driver's License Station located at 2460
Gateway Drive and provide a summary of transportation options for individuals requiring access
to that location.
BACKGROUND
In October 2016, transit staff provided a summary of route usage and proposed service changes
and reductions for consideration during the FY18 budget process.
Hourly bus service to Key West and the Driver's License Station was added in January 2014
when The Jule's route system was initially restructured during the first phase of the Smarter
Travel project.
This area had poor ridership during its first year and service was reduced to every-other-hour
starting with the opening of the Intermodal Center in August 2015. During its first year with
reduced service, ridership on this route continued at the same level. During FY17, the second
year of reduced service, ridership has fallen significantly to just 2,007 rides in a 10 month
period. Ridership by route for the current fiscal year is shown below.

Of the rides provided to Key West, 180 were to the Driver's License Station.
The estimated cost per ride on the Key West route is $7.32 based on current costs and ridership
levels. The average cost/ride for the fixed-route service is $3.11. It is not cost effective to
continue to provide fixed-route service to Key West and the Driver's License Station.
DISCUSSION
The Driver's License Station is not the only location where photos IDs can be issued. Multiple
options for updating information and renewing IDs online are available. There is also a kiosk for
ID renewals at the South Locust Street HyVee.
To be issued a first time license or photo ID, the individual must go to the Driver's License
Station in person.
For seniors and individuals with disabilities, the Jule offers Minibus service to any area within
the City limits of Dubuque. The cost of this service is $3 per one-way trip and trips must be
made at least 1 day in advance. There are some limits to how the Minibus can operate including
fares that can be charged as well as priority for individuals with disabilities.
In discussing the need for access to the Driver's License Station, the minibus is able to serve
members of the general public who do not qualify due to age or disability, however, providing
this service cannot negatively impact individuals who do qualify.
The following service option is proposed based on feasibility within the Jule's software programs
beginning when the Key West fixed-route service is eliminated in mid August:
Individuals who are not over 65 and who do not qualify under ADA for the MiniBus can call at
least 1 day in advance to request a trip from one of the Jule's three transfer areas to Key West.
The ride will only be scheduled if it can be combined with another ADA eligible trip to that area.
The ADA eligible trip will define the pick-up and drop-off times. The cost per one-way ride will be
$3 as a premium fare cannot be charged. If there is not an ADA trip scheduled for that day, the
trip will not be scheduled. If a group of 10 or more non-ADA eligible individuals requests a trip to
the Key West area from one of the Jule's transfer points, at least one day in advance, and the
scheduling of the trip does not negatively impact the Jule's ability to serve ADA-eligible
passengers, the trip can be scheduled, as a group of that size, paying the $3 per one way trip
fare will cover the costs associated with providing the trip.
FINANCIAL
Requiring that the general public trip request is combined with an existing ADA-eligible trip
provides for minimal budget impact. Demand and availability of this service option is not known.
RECOMMENDATION/ACTION
Establish internal procedures for handling ride requests to Key West utilizing the MiniBus
service and the policies listed in the discussion above to ensure priority access to the MinlBus
service continues for ADA eligible passengers while offering an option for general public
transportation to Key West.
