INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the Kerper Blvd.
Sanitary Sewer Reconstruction 2017.
BACKGROUND
The City experienced a significant sanitary sewer overflow in August 2015 in a heavy
industrial area along Kerper Boulevard. The overflow prompted an extensive investigation
as to how and why the overflow occurred. The investigation by City staff found the overflow
had occurred due to premature weakening of the sanitary sewer. The failed section of
sanitary sewer was located through a 66-inch diameter storm sewer which allowed
wastewater to enter the storm sewer. An emergency repair was conducted; along with
heavy cleaning of the sanitary sewer. During heavy cleaning operation of the Kerper
Boulevard and the East 16th Street sanitary sewers, significant offset pipe joints and
additional corroded pipe section were discovered. During the pipe cleaning operations, the
cleaning equipment was lodged in the ductile iron pipe. A second emergency excavation
was conducted to retrieve the equipment. Due to the condition of the existing ductile iron
pipe only a temporary repair could be made. A permanent repair was not feasible as pipe
corrosion presented difficulties in securing the repair couplings. Since there are so many
locations where corrosion has affected the pipe, along this section of Kerper Blvd., it is being
recommended that full replacement and relocation of the sanitary sewer be made.
While sections of the collection system along Kerper Boulevard are in fair to good condition,
approximately 2,400 feet of 18-inch diameter ductile iron sanitary sewer is at risk between
Fengler Street and East 16th Street. Additionally, approximately 1,800 feet of 18-inch
diameter vitrified clay sanitary sewer along East 16th Street is distressed and in need of
replacement to eliminate I&I issues due to settlements. Additionally, the 18-inch vitrified clay
pipe is under sized to serve the current level of development. The 18-inch ductile iron pipe,
along Kerper Boulevard, was installed in 1994 and the 18-inch vitrified clay pipe, along East
16th Street, was installed in 1957.
The reason for the premature failure of the ductile iron pipe is unclear, however, following
several attempts to clean, televise, and repair the sewer it was discovered that the pipe wall
thickness is severely compromised. Further, the existing manholes show signs of sulfuric
acid attack and the section of pipe removed during the repair made in August of 2015
showed signs of extensive corrosion. Many reasons are known as to how hydrogen sulfide
can develop in a system such as low pH in the wastewater and reduced velocity or
increased retention time of wastewater in the collection system.
DISCUSSION
Engineering staff have identified several different issues with the Kerper Blvd. sanitary
sewer and have discussed and investigated several different options for both repair and
replacement of the sewer. Other than the condition of the pipe itself, a portion of the sewer
has substandard slope (flat) and contains sags which reduces velocity and allows sediment
and grease to buildup in the pipe. There is also the issue of the sanitary sewer running
through the storm sewer which is no longer allowed by current design standards. All the
issues were considered when evaluating a course of action.
The selected option, was chosen to repair the immediate issues and for future expansion of
Chaplain Schmitt Island. The selected option includes a combination of gravity sewer and a
lift station and force main. A new 24" gravity sewer will be constructed from a sewer located
adjacent to the Lower Bee Branch Channel and extend easterly along the north side of 16th
Street to Kerper Blvd. The lift station will be placed near the intersection of Fengler and
Kerper Blvd. The forcemain will be constructed along west side of Kerper Blvd., from the lift
station to the intersection of Kerper Blvd and 16th Street where it will discharge to the new
24" gravity sanitary sewer.
A second lift station will serve the properties on Kerper Court and two properties along
Kerper Blvd, east of the intersection of Kerper Court and Kerper Blvd., the existing 10-inch
diameter sewer, along Kerper Court, flows west to east. The east one half of the existing 10-
inch diameter gravity sewer will be replaced with an 8-inch diameter sewer flowing east to
west and will terminate at the new lift station on Kerper Court. The reconstructed portion of
the Kerper Court gravity main serves two commercial/industrial properties along the east
side of Kerper Blvd. and a portion of an industrial site adjacent to Kerper Court.
The Iowa Department of Natural Resources (IDNR) have reviewed and approved the facility
plans so that the City can apply for a SRF loan to cover a portion of the cost. The plans and
specs have been submitted to IDNR for approval and construction permitting.
PROJECT SCHEDULE
The schedule for the Kerper Blvd. Sanitary Sewer Reconstruction 2017 is as follows:

The award of the Contract may be delayed pending approval from the Iowa Financing
Authority (IAF) and Iowa Department of Natural Resources (IDNR) construction permit.
RECOMMENDATION
It is recommended that the City Council establish the date of the public hearing and
authorize the City Clerk to advertise for proposals for the Kerper Blvd. Sanitary Sewer
Reconstruction 2017 Project.
BUDGETIMPACT
The estimate of probable cost for the Kerper Blvd. Sanitary Sewer Reconstruction 2017 is
summarized as follows:

The design and Engineer's estimate includes several items that can be eliminated from the
project that would allow the project to be within the budgeted amount. The identified items
would reduce future maintenance and cleaning costs of the Fengler Street lift station. The
estimated reduction in construction costs, of not including these items, is estimated to be
approximately $342,675.00.

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Kerper Blvd. Sanitary Sewer Reconstruction 2017 Project in the estimated amount
$3,762,675.00, are hereby preliminarily approved and ordered filed in the office of the
City Clerk for public inspection.
A public hearing will be held on the 5th day of June 2017, at 6:00 p.m. in the
Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed plans and specifications, form of contract and estimated cost of said Project,
and the City Clerk be and is hereby directed to cause the attached notice of the time
and place of such hearing to be published in a newspaper having general circulation in
the City of Dubuque, Iowa, which notice shall be published not Tess than four days nor
more than twenty days prior to the date of such hearing. At the hearing, any interested
person may appear and file objections to the proposed plans, specifications, form of
contract, or estimated cost of the Project.
Kerper Blvd. Sanitary Sewer Reconstruction 2017 Project is hereby ordered to be
advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The City Engineer is hereby directed to advertise for bids for the construction of
the improvements herein provided, by publishing the attached Notice to Bidders on the
City of Dubuque website and a contractor plan room service with statewide circulation,
which notice shall be published not Tess than thirteen but not more than forty-five days
before the date for filing bids before 2:00 p.m. on the 8th day of June 2017. Bids shall

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque,
Iowa will hold a public hearing on the proposed plans, specifications, form of
contract and estimated cost for the Kerper Blvd. Sanitary Sewer Reconstruction
tp.m., on the 5th day of June 2017, in the Historic Federal Building Council
Chambers (second floor), 350 West 6th Street, Dubuque, Iowa. Said proposed

Kerper Blvd. Dual 10” PVC force mains will be constructed, on Kerper Blvd., from E. 16th

building, along with a bar screen structure and building will also be constructed at this

NOTICE TO BIDDERS
CITY OF DUBUQUE PUBLIC IMPROVEMENT PROJECT
Kerper Blvd. Sanitary Sewer Reconstruction
120.1 Time and Place for Filing Sealed Proposals
Sealed Bids for the work comprising each improvement as stated below must be filed
before 2:00 p.m. on June 8, 2017, in the Office of the City Clerk, City Hall - First Floor, 50
West 13th Street, Dubuque, Iowa.
120.2 Time and Placed Sealed Proposals Will be Opened and Considered
Sealed proposals will be opened and Bids tabulated at 2:00p.m. on June 8, 2017, at City
Hall - Conference Room B, 50 West 13th Street, Dubuque, Iowa, for consideration by the
City Council at its meeting on June 19, 2017. The City of Dubuque, Iowa, reserves the
right to reject any and all Bids.
120.3 Time for Commencement and Completion of Work
Work on the Project must be commenced within ten (10) calendar days after the Notice to
Proceed has been issued and shall be fully completed by June 1, 2018.
120.4 Bid Security
Each Bidder must accompany its Bid with a Bid Bond as security that the successful Bidder
will enter into a contract for the work Bid upon and will furnish after the award of contract a
corporate surety Bond, acceptable to the governmental entity, for the faithful performance
of the contract, in an amount equal to one hundred percent of the amount of the contract.
The Bid security must be in the amount of ten percent (10%) of the amount of the contract
and must be in the form of a cashier’s check or certified check drawn on a state-chartered
or federally chartered bank, or a certified share draft drawn on a state-chartered or
federally chartered credit union, or the Bidder may provide a Bid Bond with corporate

surety satisfactory to the governmental entity. The Bid Bond must contain no conditions
except as provided in this section.
120.5 Contract Documents
Copies of the Contract Documents may be obtained at the Engineering Department, City
Hall – Second Floor, 50 West 13th Street, Dubuque, Iowa 52001. The Contract Documents
will also be available on the City’s website at www.cityofdubuque.org/bids.aspx. No plan
deposit is required.
120.6 Preference for Iowa Products and Labor
By virtue of statutory authority, preference will be given to products and provisions grown
and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent
lawfully required under Iowa statutes.
120.7 Sales Tax
The Bidder should not include State of Iowa sales tax in its Bid. A sales tax exemption
certificate will be available for all material purchased in Iowa for incorporation into the
Project.
120.8 General Nature of Public Improvement Project
Kerper Blvd. Sanitary Sewer Reconstruction, CIP # 7102663,
DNR Project Number: S2016-0206A
The Kerper Blvd. sanitary sewer reconstruction project begins at the intersection of
Sycamore St. and E. 16th St. The existing 18” VCP sanitary sewer will be replaced with a
new 24” PVC gravity sanitary sewer along E. 16th St., to the intersection of E. 16th St. and
Kerper Blvd. Dual 10” PVC force mains will be constructed, on Kerper Blvd., from E. 16th
St. to the intersection of Kerper Blvd. and Fengler St. A 4 mg/d lift station and control
building, along with a bar screen structure and building will also be constructed at this
intersection. A second lift station and force main will be constructed along the South side
of Kerper Ct. A 6” PVC force main will extend easterly, from the Kerper Ct. lift station, and
connect to the dual 10” force mains being constructed on Kerper Blvd. A portion of the
existing 10” DIP sanitary sewer on Kerper Ct. will be reconstructed with the flow being
directed to the new Kerper Ct lift station. Three additional individual E-One grinder pump
stations will also be installed for properties, along Kerper Blvd. that are currently connected
to the existing gravity sewer
The project consists of approximately; 1,770 LF of 24” PVC and 1,428 LF of 8” PVC gravity
sewer, 5,022 LF of 10” PVC force main, 11 manholes, (2) Lift stations, Control building, Bar
screen building, (3) duplex E-One pumps, 5,548 Sy of PCC pavement, 3,969 Sy ACC
pavement, staged construction and traffic control.
120.9 Pre-Bid Construction Conference
Each prospective bidder is encouraged to attend the Pre-Bid Construction Conference to
be held at 1:30 PM on June 1st, 2017, in Conference Room A, at City Hall, in Dubuque,
Iowa. Attendance by all prospective bidders is not mandatory but highly recommended.
120.10 Title VI – Non-Discrimination Clause
The City of Dubuque in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat.
252, 42 U.S.C. 2000d-2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally

assisted programs of the Department of Transportation issued pursuant to such Act,
hereby notifies all bidders that it will affirmatively insure that in any contract entered into
pursuant to this advertisement, minority business enterprises will be afforded full
