INTRODUCTION
The purpose of this memorandum is to provide suggested proceedings for holding a
public hearing on the reallocation of General Obligation Bond Series 20128.
DISCUSSION
The City of Dubuque issued General Obligation Bonds ($7,495,000) in the spring of
2012 for the purpose of paying the costs of the construction, reconstruction and repair
of street, sidewalk and streetscape improvements, including those costs associated with
the East 7th and Commercial Street reconstruction and related improvements, two-way
street traffic conversions, and Historic Millwork District "complete streets"
improvements, and the refinancing of the General Obligation Capital Loan Notes, Series
201 OF, dated September 20, 2010, essential corporate purposes.
The East 7th and Commercial Street reconstruction project was canceled in 2013 due to
Alliant Energy announcing that it would cease operations at its power plant on East 7th
Street, uncertainty on the Gavilon lease, potential encroachments with the Canadian
Pacific Railroad and other factors that complicated the project. The $3.4 million
allocated to the East 7th and Commercial Street reconstruction project from the General
Obligation Bond Series 2012B was reallocated.
There are unspent bond proceeds related to these projects. These proceedings are
required to reallocate the balance of the bonds not to exceed $1 ,443,027 of the unused
bond funds from the General Obligation Bond Series 2012B from the construction,
reconstruction and repair of street, sidewalk and streetscape improvements to fund the
acquisition and parking improvements of the United States Postal Service parking lot
located at the corner of Locust and 5th Streets in the amount of approximately $250,000;
acquisition, demolition and parking improvements of 1146 Elm Street in the amount of
approximately $806,027; and parking improvements at 300 9th Street in the amount of
approximately $387,000.
In addition, General Obligation Bond Series 2014B which was partially issued for
Millwork District Parking, will be used to fund $173,973 of the parking improvements at
1146 Elm Street.
These parking lot improvements will completely drawdown the funding available in the
Millwork District Parking capital project.
RECOMMENDATION
I respectfully recommend the adoption of the enclosed resolution to reallocate unspent
bond proceeds of the General Obligation Series 2012B to fund the acquisition and
improvements of the United States Postal Service parking lot located at the corner of
Locust and 5th Streets, the acquisition, demolition and parking improvements of 1146
Elm Street, and parking improvements at 300 gth Street.

INTRODUCTION
The purpose of this memo is to outline why the remaining General Obligation Bond
Series 2012B proceeds could not be utilized for the reconstruction of East 7th street
from Iowa street to Commercial street.
BACKGROUND
During 2011 and 2012 Engineering staff worked on development of construction
documents for the reconstruction of E. 7th Street from Iowa Street to Commercial Street.
Cost estimates were developed and an Iowa Department of Transportation RISE grant
was applied for. A RISE grant was awarded in the amount of$681,000. The total project
budget for the improvements on E. 7th Street was $4,091,789 in 2012. Series 2012B
Bond provided $3,408,405 for the project; however due to uncertainties in the project
these funds were reallocated to:
• Millwork District Parking
• Bluff Street Restroom
• Hwy 52 Phase II Rehab
• 18th Street Wall Reconstruction
Downtown Security Cameras
• Washington Street Reconstruction from 7th to 91h
• 11th Street Stair Reconstruction
DISCUSSION
In late 2012 City Staff met to discuss the project status and funding. Also, at this time,
Alliant Energy announced it would cease operations at its power plant on E. 7th Street.
There was also uncertainty on the current Gavilon lease, potential encroachments with
the Canadian Pacific Railroad and other factors that complicated the issue of E. 7th
Street plans at that time.
The available current bond balance of$1,443,027 is insufficient funding for the
reconstruction of E. 7th Street from Iowa Street to Commercial Street.

The City Council of Dubuque, Iowa, met in Regular session, in the Historic
Federal Building, 350 West 6th Street, Dubuque, Iowa, at 6:00 o'clock P.M., on the above
date. There were present Mayor Roy D. Buol in the chair, and the following named
Council Members:
Joyce Connors, Luis Del Toro, Ric Jones, Kevin Lynch,
David Resnick, Jake Rios
Absent:
The Mayor announced that this was the time and place for the public hearing and
meeting on the matter of the proposed reallocation of not to exceed $1,443,027 of the
unspent proceeds on the General Obligation Bonds, Series 2012B in order to provide
funds to pay costs of funding the acquisition and improvements of the United States
Postal Service parking lot located at the corner of Locust and 5th Streets in the amount of
approximately $250,000, to pay costs of funding the acquisition, demolition and
improvements of 1146 Elm Street in the amount of approximately $806,027 and to pay
costs of funding parking improvements at 300 96h Street in the amount of approximately
$387,000, and that notice of the proposed action by the Council to institute proceedings
for the proposed reallocation had been published pursuant to the provisions of Sections
364.6 and 384.25 of the City Code of Iowa.
The Mayor then asked the Clerk whether any written objections had been filed by
any City resident or property owner to the proposed reallocation. The Clerk advised the
Mayor and the Council that -0- written objections had been filed. The Mayor then called
for oral objections to the proposed reallocation and -0- were made. Whereupon, the
Mayor declared the time for receiving oral and written objections to be closed.

Whereupon, Council Member Lynch introduced and delivered to the Clerk the Resolution

RESOLUTION INSTITUTING PROCEEDINGS TO TAKE
ADDITIONAL ACTION AND APPROVING THE REALLOCATION OF
CERTAIN UNSPENT PROCEEDS OF THE GENERAL OBLIGATION
BONDS, SERIES 2012B, OF THE CITY OF DUBUQUE, IOWA
WHEREAS, pursuant to notice published as required by law, this Council has held
a public meeting and hearing upon the proposal to institute proceedings for the
reallocation of certain unspent proceeds, in the amount of not to exceed $1,443,027 (the
"Unspent Proceeds") of the General Obligation Bonds, Series 2012B, of the City of
Dubuque, Iowa, in order to provide funds to pay costs of funding the acquisition and
improvements of the United States Postal Service parking lot located at the comer of
Locust and 5th Streets in the amount of approximately $250,000, to pay costs of funding
the acquisition, demolition and improvements of 1146 Elm Street in the amount of
approximately $806,027 and to pay costs of funding improvements at 300 9th Street in the
amount of approximately $387,000, and has considered the extent of objections received
from residents or property owners as to said proposal and, accordingly the following
action is now considered to be in the best interests of the City and residents thereof:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That this Council does hereby institute proceedings and takes
additional action for the reallocation of the Unspent Proceeds of the General Obligation
Bonds, Series 2012B, for the foregoing purposes, and the proposed reallocation of the
Unspent Proceeds to pay costs of funding the acquisition and improvements of the United
States Postal Service parking lot located at the comer of Locust and 5th Streets,
acquisition, demolition and improvements of 1146 Elm Street and improvements at 300
9th Street, is in all respects authorized and approved.
Section 2. The Finance Director is authorized and directed to take such action as
may be necessary to effect and implement the foregoing reallocation of the Unspent
Proceeds to pay costs of funding the acquisition and improvements of the United States
Postal Service parking lot located at the corner of Locust and 5th Streets, acquisition,
demolition and improvements of 1146 Elm Street and improvements at 300 9th Street,
and to cause the records and accounts of the City to reflect the same.
