Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: May 8, 2017 RE: FY17 Sanitary Sewer Cured-in-Place Pipe (CIPP) Lining Project (CIP 7101637) INTRODUCTION The enclosed resolution is in reference to the public hearing for the FY2017 Sanitary Sewer Cured-in-Place Pipe (CIPP) Lining Project. BACKGROUND The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339 effective June 27, 2011. The City is required to submit Corrective Action plans for each of the Sanitary Sewersheds identified in the Consent Decree. The FY17 budget appropriated funds for sanitary sewer rehabilitative improvements in the Consent Decree Correction Action Plans for Sewershed 5 and 12. Work is also scheduled in Sewershed 6. Rehabilitation will be performed using a Cured-In-Place-Pipe (CIPP) method, which significantly reduces digging; however, some spot repairs may be necessary. CIPP is a resin-impregnated felt tube that is installed in an existing damaged or leaking sewer. Once inserted into the pipe, it is expanded and cured by applying heat. The liner is a seamless, joint-less pipe with a smooth inner surface that restores the flow capacity of the pipe. The seamless pipe also prevents infiltration. Robotic cutters are then used to restore private sewer service connections. The high costs and inconvenience to the public associated with the excavation and restoration of pavement for sanitary sewer rehabilitation projects has led to the development of "trenchless" technologies. Cured- in-Place Pipe (CIPP) is a versatile trenchless method for restoring structural integrity to sewer mains. DISCUSSION The lining program was determined from flow monitoring and smoke testing activities completed by engineering staff in Sewersheds 5, 6 and 12; in addition to those sewers identified during Public Works maintenance activities such as cleaning, televising, and following up on customer issues. The Project involves the rehabilitation of 6,239 feet of sanitary sewer main as well as cementitious spray lining 58 vertical feet of brick manholes. PROJECT SCHEDULE The schedule for the project will be as follows: Initiate Bidding May 1, 2017 Advertisement for Bids May 5, 2017 Notice of Hearing on Plans & Specifications May 5, 2017 Public Hearing May 15, 2017 Receipt of Bids May 18, 2017 Award of Contract June 5, 2017 Completion Date October 31, 2017 RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the FY17 Sanitary Sewer Cured-in-Place Pipe (CIPP) Lining Project.
