Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: Imagine Dubuque Comprehensive Plan: Quarterly Update and Request for Work Sessions DATE: May 9, 2017 INTRODUCTION This memorandum transmits information for the May 15, 2017 City Council meeting, the third quarterly update for the new Imagine Dubuque Comprehensive Plan. Enclosed are the updated Comprehensive Plan schedule and the PowerPoint presentation. Mike Hoffman, Project Manager from the consulting firm Teska Associates, Inc. and Assistant Planner David Johnson, the City's Project Manager for the Imagine Dubuque Comprehensive Plan, will present information at the meeting on the status, progress, and next steps for the community planning and engagement process. BACKGROUND The Comprehensive Plan outlines the vision for the future growth and development of the city. It is built with ideas and input from city residents, and reflects a consensus of community values. The plan provides a roadmap to guide the environmental integrity, social/cultural vibrancy, and economic prosperity of the city. The Comprehensive Plan's goals help focus the major policy decisions of what services City government will provide. A consulting services contract with Teska Associates, Inc. was executed in June 2016 to develop the new Imagine Dubuque Comprehensive Plan. The project began July 1, 2016. The consultant is to provide the City with a draft plan by August 30, 2017 to help inform City Council Goal Setting and facilitate implementation in subsequent budgets. DISCUSSION Input from the community is critical to developing a community vision and creating a new Comprehensive Plan. The Community Engagement Process, centered on Sustainable Dubuque, seeks public input in traditional, innovative and inclusive ways. Work Session - Imagine Dubuque Comprehensive Plan: Quarterly Update This process is using online tools as well as print media and face-to-face interaction, reaching out to stakeholders, residents, and business owners through a variety of media and interaction types. The engagement process includes a strong educational and public relations component that has built and carried momentum throughout the project. RECOMMENDATION With Teska Associates, Inc. to augment City staff with development and implementation of the community engagement plan, the City is better able to involve residents, community groups, and stakeholders -- especially those who were under-represented in past updates of the Comprehensive Plan. With the Imagine Dubuque process to date, more people and a greater diversity of people have contributed during this outreach effort than for any previous Comprehensive Plan. With the June 30 deadline for community engagement and outreach, Teska Associates and Planning Services Staff will shift our focus to creating the new Comprehensive Plan. Consequently, Planning Services Staff is requesting two work sessions with City Council to develop a final draft Comprehensive Plan for adoption. July 10, 2017 at 6:00 PM: The Imagine Dubuque City Council Work Session will immediately follow the Southwest Arterial Work Session which begins at 6:00 PM. At the Imagine Dubuque work session, Teska Associates and Planning Services Staff will provide a conceptual overview of format, outline, themes and content for the new Comprehensive Plan. This will be an early opportunity to make sure the draft Comprehensive Plan is aligning with City Council's expectations. August 28, 2017 at 6:00 PM: The Imagine Dubuque City Council Work Session will include a presentation of the draft Comprehensive Plan by Teska Associates and Planning Services Staff for City Council review and comments. REQUESTED ACTION The requested action is for the City Council to receive and file the schedule and presentation, to schedule two work sessions on July 10 and August 28, and to provide any additional comments and direction regarding Imagine Dubuque Comprehensive Plan process.
