The Honorable Terrance M. Duggan
Mayor of Dubuque
City Hall
50 West 13th Street
Dubuque, Iowa 52001
Dear Mayor Duggan:
On behalf of the United States Environmental Protection Agency (EPA), I am pleased to
confirm that the City of Dubuque has been selected as one of the pilots with whom EPA will
pursue negotiations to award a Brownfields Assessment Pilot cooperative agreement. The City
of Dubuque submitted an outstanding proposal, and we deeply appreciate the tremendous
commitment of time and energy that went into its preparation.
We fully expect that these Brownfields Pilots will provide invaluable information and
examples on the assessment, cleanup, and redevelopment of brownfields. Susan Klein, EPA's
Region 7 Brownfields Coordinator (913-551-7786), will be working closely with the City of
Dubuque to negotiate a cooperative agreement and respond to its needs.
We look forward to working with your staff on the Brownfields program in a new era of
Federal, state, and local government cooperation.
Sincerely yours,
Marianne Lamont Horinko
Assistant Administrator
