Berger, Director Mike Wuertzer, Chairperson Dan Neenan, Vice-Chairperson DUBUQUE COUNTY EMERGENCY MANAGEMENT COMMISSION OFFICIAL MINUTES OF THE REGULAR MEETING HELD ON TUESDAY NOVEMBER 1st, 2016 DUBUQUE COUNTY FIREFIGHTERS ASSOCIATION REGIONAL EMERGENCY RESPONDER TRAINING CENTER CALL TO ORDER EMA Commission Chair Mike Wuertzer called the meeting to order at 7:00 p.m. DETERMINATION OF QUORUM/ADDITIONS TO AGENDA/APPROVE AGENDA After roll call via sign in sheet,ten jurisdictions were represented and a quorum was met. The following U members were in attendance: City of Asbury—Fire Chief Dave Grass City of Dyersville—EMA Jim Wessels City of Centralia—Mike Wuertzer City of Dubuque—Fire Chief Rick Steines City of Epworth—Rep Dan Neenan City of Farley—Councilman Marty Benda City of Holy Cross—Fire Chief Dave Freiburger City of Luxemburg—Mayor Roger Oberbroeckling City of Peosta—Mayor Larry Mescher City of Sherrill—Fire Chief Nick Jaeger Dubuque County Sheriff—Don Vrotsos Key West Fire—Fire Chief Brian Arnold EMA Coordinator Tom Berger Sherrill Fire—Frank Lahey DCSO—Joe Kennedy A motion was made by Mayor Oberbroeckling and second by Chief Arnold to approve the agenda as distributed. Motion carried. APPROVAL OF MINUTES Motion by Dan Neenan and second by Chief Freiburger to approve the minutes of the August 2nd,2016 minutes as presented, motion carried. OLD BUSINESS EMERGENCY MANAGEMENT PERFORMANCE GRANT(EMPG) FY17. Tom is working on the application for the FY17 EMPG. It looks as if there will not be a formula change this year so the commission will be capped at$39,000.00. Tom has filed the Notice of Intent to file for the grant and that has been approved. The application is due to Iowa EMA by December. The grant year is one year behind county fiscal years so we have received the FFY2016 allocation from the state in the current FY17 county budget cycle. CODE RED NOTIFICATION Discussion was held on the Code Red Notification system and the contract. There are still some questions as to i what is covered under the state contract with Alert Iowa and if we could use Alert Iowa for the odd/even snow routes. We continue to enhance and add our local city lists to code red. We currently have the money budgeted to maintain code red through calendar year 2017 and it was decided that it would be in our best interest to stay on code red at this point through FY18. OTHER OLD BUSINESS None NEW BUSINESS N EXERCISE EVALUATION PROGRAM Tom reported the recent changes to the state exercise and evaluation program. We have just completed a six year cycle and now they will be entering a new cycle in which they are putting more emphasis on local priorities. The new cycle will allow our local priorities for exercises and drills while still gaining credit from the state. We will still be working with other grant requirements in order to meet those specific requirements. 1 LEPC GRANT The requirements of the LEPC grant continue to increase while the money received at the local level is declining. h It was decided to monitor the grant in the future and apply for the FY18 grant and determine if it is worth the work involved. N OTHER NEW BUSINESS None INII u COMMITTEE REPORTS BUDGET COMMITTEE d The budget committee met through email due to schedule conflicts. Due to the fact that there are no major changes or expense it was decided to present to the full commission. We do not anticipate needing an increase from the city or county allocation and are planning on the federal emergency management planning grant to remain at$39,000.00. We were able to have a beginning balance starting FY16 of$70,951.47 which was higher than anticipated due to holding on expenses. As far as expenses, a 2.0% pay increase is budgeted but that will depend on the city policy and adopted budget in March. Other expenses include an increase in maintenance and building due to the age of the building and anticipated expenses. There should not be a need to amend the current budget. A motion was made by Sheriff Vrotsos and second by Chief Steines to accept the committee recommendation for the FY18 proposed budget and to have EMA Director Berger prepare the state forms and appropriate public hearing notices. Motion carried. A motion was made by Chief Arnold and second by Mayor Oberbroeckling to set the public hearing for Wednesday, February 15th, 2017 at the Epworth City Hall/Fire station. Motion carried unanimously. OTHER COMMITTEE REPORTS None GOOD OF COMMISSION UPCOMING TRAINING CLASSES/TOC UPDATE The firefighter 1 class will start this week on Thursday with 25 members currently in the class. If your department has books left over from the last year's class, please return them to training center ASAP. The EMS association will also be conducting the dinner and CEH programs on the third Wednesday of each month, November through March. Mystique Casino, Mercy Medical Center, Unity Point-Finley and Lifequest have signed on for sponsors at this point. We will be looking for additional sponsors as well. i Dan updated the commission on the issues at the fire service training bureau and what he knew at this point. Around 2,000 people who tested statewide received passing grades when in essence they did not pass. This includes all programs at the FSTB. Your members may be receiving an envelope in the near future stating they will need to retest. This affects the written only as the practical exams will be good since they were conducted off site. If you have questions or have members that need assistance,first contact Dan at NICC for guidance. More information to follow. HAZARDOUS MATERIALS RESPONSE REPORT No calls for service in the past three months I OPEN DISCUSSION Dan reported on the partnership with NICC and the Dubuque County Sheriffs Office on the judgmental use of force simulator and how it will be an asset to the county law enforcement and NICO. NEXT MEETING The next meeting of the Dubuque County Emergency Management Commission will be held on Wednesday, February 15th, 2017 at the Epworth City Hall/ Fire Station along with the annual meeting of the Dubuque County E911 Board. This is the meeting that we need elected officials to attend to amend and approve the budget. ADJOURNMENT Motion by Mayor Mescher and second by Chief Jaeger to adjourn at 7:27 p.m. Motion carried.
