Meetingto Order
The Annual Budget Meeting of the Dubuque County Emergency Management Commission was called to order at 6:02
p.rn' bwChairperson Mike VVuertzer' Chair Wuertzarwelcomed everyone tothe meeting and thanked them for
attending.
Determination of Quorum
Sign in sheets were distributed with two sign in sheets. One sheet was for the elected officials with the voting authority
for thefrjurisdictfon and another for non-votfng attendees of the commission. After introductions, itwas determined
that we had a quorum with 19 of 23 jurisdictions represented by 22 elected officials. There were also 23other non-
voting members present. Chair VVuertzerrequested that when making amotion orsecond, reply bvthe jurisdiction
represented for ease of the minutes.

Approval of Minutes of the February 16th 2016 Meeting
A motion was made by Mayor Hefei,second by Mayor Burger to approve the minutes from the February 16th, 2016
annual meeting as presented. Motion carried.
Proofs of Publication - Notice of Public Hearing - Proposed FY18 Budget
A motion was made by Councilman Hentges,second by Mayor Beringer to receive and file the proof of publication.
Motion carried.
Public Hearing- FY18 Proposed Budget
Chair Wuertzer opened the public hearing on the proposed FY18 EMA Commission Budget, EMA Director Berger
presented the proposed budget and thanked the budget committee for their work in preparing the budget. Comments
and questions were answered from the commission. No public comment. A motion was made by Mayor Mayor
Mescher and second by Mayor Doelz to close the public hearing. Motion carried.
Adoption of FY16 Budget
A motion was made by Mayor Hermsen and second by Sigwarth to approve the FY18 Budget as published and
presented. Motion carried.
Ending Balance Designation
A motion was made by Maiers,second by Mayor Willenborg to designate ending fund balances for FY17 of$10,000.00
for vehicle replacement and$7,000.00 for computer replacement and to designate ending fund balances for FY18 of
$15,000 for vehicle replacement and$9,000 for computer replacement. Motion carried.
Good of Commission - Open.Discussion
DUBUQUE COUNTY MULITAURISDICTIONAL HAZARD MITIGATION PLAN
Tom updated the commission on the plan to update the DCMJHMP which expires in May of 2018. Each community will
need to have representation on the planning committee and when finalized will need to pass a resolution approving the
plan. The plan will be approved by FEMA and will be valid for another five years. This is extremely important for
communities that apply for hazardous mitigation and disaster recovery grants.
Next Meeting
The next regular meeting of the Dubuque County Emergency Management Commission will be held on Tuesday, May
2nd,2017 at 7:00 pm at the Dubuque County Firefighters Association Regional Emergency Responder Training Facility—
Classroom West.
