Van Milligen, City Manager SUBJECT: June 10 Work Session Attached is the latest information provided by HOK Venue, the consultants designing the Mississippi River National Education and Conference Center. Included in this information are the latest drawings, floor plans, interior sketches and wayfinding analysis for the education and conference center. Also included is detail on the sign program that will be used throughout the facility to direct patrons to the appropriate location. City Council awarded the first bid package for the site excavation and deep foundation work on May 20, 2002 and a public hearing is scheduled for July 1 to award bid package #2, which includes specialty steel. Bid package #3, which includes all remaining construction, is anticipated to be awarded in August. The most recent cost estimate, including the actual bid amount for Bid Package #1, is $28,487,093. Included in this estimate is a design contingency and escalation cost estimate of $1,373,805. Bid alternates would add another $579,839 to this estimate for a total cost estimate of $29,066,932. Based on the favorable bidding climate, interest in this project and the design contingency, staff is convinced that the project will remain within budget. Cindy Steinhauser, Assistant City Manager Mississippi River National Education and Conference Center Introduction The purpose of this memorandum is to provide you with the latest drawings and information related to the Mississippi River National Education and Conference Center for the June 10, 2002 City Council worksession. Backqround This Center is part of the City's commitment to the Vision Iowa funding for the America's River project and the City's Development Agreement with Platinum Hospitality. This process has involved participation from the following individuals working with the HOK Venue amhitectural team: Jerry Enzler, Dubuque County Historical Society Sue Czeshinski, Convention and Visitor's Bureau, Dubuque Area Chamber of Commerce Jim Rix, Platinum Hospitality Group David Hockenberry, Platinum Hospitality Group Rick Dickinson, Greater Dubuque Development Corporation Bill Baum, Economic Development Director Laura Carstens, Planning Services Manager Pauline Joyce, Administrative Services Manager Rich Russell, Building Services Para Myhre, Economic Development Mike Koch, Public Works Cindy Steinhauser, Assistant City Manager (Facilitator) This process has included design charrettes, regularly scheduled workgroup meetings, presentation to Port of Dubuque property owner meetings as well as three worksessions with City Council held on November 5, December 17 and March 4. This process has also included two value engineering sessions that included representatives from HOK Venue and their sub-consultants as well as project manager for the City, Jim Kolf and field inspector for the City, Bill Schmelling, both of the Durrant Group and their cost estimators. Total available funding for the conference and education center construction is $27,311,950 or $1,175,063 less than the estimated base bid cost with the design contingency and escalation amounts. Based on the favorable bidding climate, interest in this project and the design contingency, staff is convinced that the project will remain within budget. Action. The requested action is to provide this information to City Council and to request their acceptance of the final design subject to any modifications they may request.
