Dear Rev. Buchanan:
On behalf of the City Council and the City Staff I offer their sincere appreciation for the time
and effort cheerfully given by yourself in attending last night's City Council Meeting and
offering the Invocation.
I am personally very appreciative of you taking the time and making the effort to commit
yourself to this schedule and giving of your energy, time and expertise to bring the
recognition of our Almighty God into this forum. It is still a very positive beginning of every
Council Meeting, the bringing of awareness and supplication of the favor of our all-good
and all-powerful God into the City forum as long term decisions are made.
Thanks again, for the thoughtful, perceptive invocation and also for being so available.

City Council, Special Session, June 10, 2002
At 5:00 P.M. the Council met for Dinner in the Library Rotunda
Council met in Special Session at 5:30 P.M. in the Library Auditorium
Present: Mayor Duggan, Council Members Buol, Cline, Connors, Markham, Michalski,
Nicholson, City Manager Michael Van Milligen, Corporation Counsel Barry Lindahl.
Mayor Duggan read the call and stated this is the special session of the City Council called for
the purpose of acting upon such business which may properly come before the City Council and
discuss the design of the Conference and Education Center at the Port of Dubuque.
City Manager recommending that a public hearing be set for June 17, 2002 to consider a lease
extension to MCCIowa, L.L.C., upon motion received and filed. Markham moved adoption of
Resolution No. 300-02 of the City’s intent to grant a short-term extension of an existing cable
services franchise and an existing hub site lease to MCCIowa, L.L.C. and further set this matter
for Public Hearing on 6/17/02 at a meeting to commence at 6:30 P.M. in the public library
auditorium and that the City Clerk publish notice in the manner prescribed by law. Seconded by
Buol. Motion carried 7-0.
Communication from the Dubuque City Council to Mediacom Communications Corporation, upon
motion received and filed and approved the communication.
City Manager recommending that a public hearing be set for June 17, 2002 to consider the First
Amendment to the Lease Agreement between the City of Dubuque and the Dubuque County
Historical Society, upon motion received and filed. Michalski moved adoption of Resolution No.
301-02 of Intent to dispose of an interest in real property by First Amendment to Lease Agreement
with the Dubuque County Historical Society and further set this for Public Hearing on 6/17/02 at a
meeting to commence at 6:30 P.M. in the public library auditorium and that the City Clerk publish
notice in the manner prescribed by law. Seconded by Nicholson. Motion carried 7-0.
HOK Venue gave a presentation regarding the design of the Conference and Education Center
at the Port of Dubuque. Questions about the design, carpet and budget for this project were
answered. The Council, by consensus, gave approval of the proposed design at this time.
Jennifer Nye, of Austin, MN, spoke regarding problems she has encountered over the years with
various agencies within the City. Michalski moved to receive and file the material provided to the
Council and referred the matter to the City Manager. Seconded by Markham. Motion carried 7-0.
There being no further business, upon motion meeting adjourned at 7:08 P.M.
