Community planning Defined: Community Planning: A process by which a community decides what kind of future it wants by es~abllshlng a shared vision of the future and then establishes the pohcies, goals and management tools (i.e., specific plans, assign- ments end regulations) to help reach that de- sired future. The emphasis is on a process end direction more than on a plan or document. The commnnlty planning process is comprehensive in scope, future oriented, highly participatory end emphasizes consensus decision m~lrlng. Long-Range pl~nnln~ Advisory Co~mi~sion Created; Composi- tion: There is hereby created a City Long-Range planning Advisory Commission, which shall consist of nine (9) memb~re including a memtmr of the City Council designated by the City Council, a member of the Zoning Advisory Com- mlssian designated by the Zoning Advisory Commi~on and seven (7) residents of the City appointed by the City Council who shall be quA~i6~,d by their knowledge, experience and ability to centributo to the City's lang-rango p~annlng end development efforts. The City Council shall annually designate a Council member to serve as an alternate in the absence of the Council's designated representa- tive end the Zoning Advisory Commission sh anmmlly designate a Commission member to serve as an alternate in the absence of the Commission's designated representative. Notwithstanding the foregoing, during the period from the adoption of this Ordinance until September 1, 2001, a member of the Zoning Advisory Commission shall not be a membar of the Long-Range p]annlng Advisory Commission. Application And Appointment Process: The appointment process to the Commission by the City Council shall include at least the following: (1) An application form requesting basic information on the education, tr~i.lng, experience, expectations and other qnali~ fications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing:on the qnsli~cations of each applicant; and- (3) A formal interview by the City Councilto determine the applicant's qu~li4~cations and ability to effectively serve on the Commission. Term, Filling Of Vacancies; Com- pensation: The term of office for a resident member shall be three (3) years or until a successor is duly appo'mted. Powers: The Commission shall have the following powers, duties and responsibilities: (1) To provide a leadership role in the plan- ning, coordinating and sponsoring of a periodic commnni~,y pl~nni,g process; (2) To coordinate and supervise the prepara- tion and maintenance of the Comprehen- sive Plan; (3) To provide input to the City Manager in the preparation of the City Manager's recommended multi-year capitel ira- provemant program (CIP); (7) To review proposed urban renewal plans and urban renewal plan amendments and urban revitalization plans and urban revitalization pinu amendments for con- sistency with the Comprehensive Plan for the City; (8) To undertake public information efforts to enhance public understanding of the community p]~nnlng precoss generally and the Comprehensive Plan specifically; and (9) To undertake from time to time other specific long-range planning projects which may be referred to it by the City Council. The City Council shall have the authority to establish or revise the priorities of the Commis- sion. Appeals to the beard of adjustment may be taken by any person aggrieved or by any officer, depart- mant, beard, or bureau of the municipality affected by any decision of the adrain;~trative officer. Such appeal shall be taken within a reasonable time as provided by the rules of the beard by filing with the officer from whom the appeal is taken and with the beard of adjustment a notice of appeal specifying the grounds thereof. ARDSHIP ADVISORY CO~E%HSSION Sec. lg.6-21, Created; Composition: There is hereby created an Environmental Stew~:rdship Advisory Commission, which shall consist of seven (7) members, who shall all be residents of the City, and shall include a mem- ber representing these who will inherit the environment (a person between the ages of 16 and 20 at time of appoinfanent), and six (6) members who shall include representation from diverse segments of the City's population. It is desirable to select some members who may have helpful backgrounds with env/ronmen- tat/binlog/cal science, heal~ care, busi- ness/industry, and environmental/civic groups. Application And Appoint- merit Process: The appoinfauent process to the Commission by the City Council shall include at least the following: (1) An application form requesting basic information on the education, training, experience, expectations and other quail- fications nf the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant's qualifications and ability to effectively serve on the Commission. (Ord. 64-93, § 1, 12-6-1993) Sec. 18.5-23. Term; Term Limits; Filling Of Vacancies; Compensa- tion: The term of office for a member of the Com- mission, other than the youth representative, shall be three (3) years, or until a successor is duly appointed. However, two (2) of the initial terms shall be for a ~erm of one year; two (2) of the initial terms shall be for two (2) years; and two (2) of the initial terms shall be for three (3) years. The youth representative shall be for a term of one year, expiring cn June 1 of the following year; the initial term shall expire June 1, 1994. A Commission member may be removed at anytime with or without cause by a vote of thirds (~'/~) of all members of the City Council. A vacancy on the Commission caused by res- ignation or otherwise shall be filled by appoint- ment by the City Council for the remainder of the unexpired term. Members of the Commission shall serve with- out compensation except for actual expenses, which shall be subject ~o approval by the City Council.
