Transmission Pole Relocation
During the review process for the Bell Street Extension and Education and Conference
Center design documents, the location of a major lattice structure transmission pole was
noted. Staff met with representatives from Alliant to discuss relocation alternatives for
the read and/or pole. Alliant provided documentation to explain why and when this pole
was constructed in City right-of-way. Their documentation indicates that the City
needed to relocate an existing transmission pole from the north side of Commercial
Street and that they were provided a permanent easement for the current location in lieu
of the Commercial Street location. This easement was granted by the City in 1948.
This transmission pole needs to be relocated 30 ft. north of its current location in order
to allow unimpeded construction of the Bell St. Extension and the reconstruction of Pine
St. The estimated cost of this relocation is $265,000 because this is not simply a
residential or commercial power line but is a major transmission line. The City is
responsible for any cost related to the relocation of this pole.
Administrative Services Manager Pauline Joyce is recommending relocation of this pole
and that it would be funded through the use of street construction fund interest earnings
and road use tax fund revenues, which are over the budget estimate. The balance of
$15,000 would need to come from the Fiscal Year 2003 Street Construction Fund.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Transmission Pole Relocation
The purpose of this memorandum is provide information regarding a transmission pole
of the Port of Dubuque that needs to be relocated thirty feet north of its current location
in order to allow unimpeded construction of the Bell Street Extension and reconstruction
of Pine Street (which will become 6th Street) and to request City Council action to allow
staff to proceed with relocation.
DISCUSSION
During the review process for the Bell Street Extension and Education and Conference
Center design documents, the location of a major lattice structure transmission pole
was noted (see the attached diagram). Staff met with representatives from Altiant to
discuss relocation alternatives for the road and/or pole, Alliant provided documentation
to explain why and when this pole was constructed in City right of way. Their
documentation indicates that the City needed to relocate an existing transmission pole
from the north side of Commercial Street and that they were provided a permanent
easement for the current location in lieu of the Commercial Street location. This
easement was granted by the City in 1948,
Staff looked at the following alternatives to relocating the pole. The first alternative
considered was to provide a westerly swerve to the Belt Street Extension to avoid the
conflict with Bell. However, Bell Street is a major boulevard for the project and ends in
a cul-de-sac with one of the tall, lighted monuments. It was felt that this should be kept
in line with the southerly portion of Bell Street. This also only addressed one portion of
the problem in that we would still need to relocate the old Pine Street alignment either
closer to the new Education and Conference Center, thereby reducing on site parking,
or move it further north, impacting the Brewery development site and impacting the
future street grid west of Bell and those development sites.
Staff also considered trying to circulate traffic around the pole on Pine Street, however,
this had a negative impact on anticipated semi traffic movement from the loading docks
back onto Bell Street. This option also left the problem with the Bell Street alignment.
Various options for locations for a new pole were discussed with Alliant with two factors
in particular driving those discussions. Alliant could not vary the distance from their
current location to any great extent without requiring replacing the existing monopole at
Bell and 5th Street. For example, we tested relocating the pole to a site closer to the
railroad tracks and the cost almost doubled (from an estimated $265,000 to
approximately $450,000. They also could not change the angle of the line as it runs
along Bell Street to any great extent without impacting the type of structure (lattice
versus monopole) that is required. To relocate the transmission pole is estimated to
take a year.
BUDGET IMPACT
I have reviewed the budget for available funds to provide for the pole relocation and
would recommend amending the FY 03 budget to allow the use of Street Construction
Fund interest eamings from the current fiscal year estimated to be $126,000 and Road
Use Tax Fund revenue for FY 03 estimated to be $124,000 over budget based on
actual FY 02 revenues. The balance of $15,000 would need to come from the FY 03
Street Construction Project.
REQUESTED ACTION
The requested action step is for City Council to approve proceeding with requesting
Alliant to relocate their pole approximately 30 feet north of the current location, providing
the required change to their easement agreement at a future City Council meeting, and
directing staff to amend the FY 03 budget to include the expense and resource changes
noted above.
