Van Milligen, City Manager FY 2003 Annual Action Plan Amendment 1 Housing and Community Development Director David Harris is proposing changes in the City's Community Development Block Grant FY 2003 Annual Plan. These changes would provide an additional $5,000 in funding, for a total of $15,500, allowing Operation: New View to begin handling income verification and issuing library cards for use of the Washington Tool Library. These changes provide for additional funding for the Washington Neighborhood Tool Library. BACKGROUND The Washington Tool Neighborhood Library is free tool lending library operated by volunteers at 345 East 18th Street. The facility is operated with U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds that are awarded each year by the City Council. The facility lends tools at no charge for the purpose of improving or rehabilitating residential property. $10,500 has been approved in the FY 2003 Annual CDBG Plan for this project. As a result of the HUD audit to bring them into compliance with CDBG regulations, a Tool Library Card system will now be implemented. All borrowers will be registered annually by completion of an income verification form at Operation: New View Community Action Agency, 1473 Central. A tool library card would then be issued to alleviate paperwork for residents who use the library multiple times per year. This change will go into effect beginning July Ist. NONSUBSTANTIAL AMENDMENT In order to impiement an agreement with Operation: New View Community Action Agency, an amendment to the FY 2003 Annual Plan is needed. The FY 2003 Annual Plan currently has $6,275 being held in contingency and not allocated to specific projects. The proposed amendment would increase funding for the Washington Tool Library project to $15,500 and will reduce the contingency to $1,275. $15,500 will be allocated to Operation: New View Community Action Agency for operation and administration of the Washington Neighborhood Tool Library. The Citizen Participation Plan states a substantial amendment is any change in the use of CDBG funds from one eligible activity to another in excess of $25,000 in one program year. Since the funds requested are less than $25,000, the proposed amendment is non-substantial and can be adopted by resolution of the City Council following review and recommendation of the Community Development Advisory Commission. The Community Development Advisory Commission reviewed the request at a special meeting on June 5, 2002. There were no public comments regarding the request. By a vote of 6-0, the Commission voted to approve the proposed amendment and recommend City Council approval for an additional $5,000, for a total of $15,500 for the project. RECOMMENDATION I recommend that the City Council approve the above-described Amendment 1 to the City's FY 2003 (Program Year 2002) Annual Plan for the use of CDBG funds. These changes will allow the Washington Neighborhood Tool Library to implement the necessary changes for CDBG compliance ACTION STEP The Action Step is for the City Council to adopt the attached resolution. Whereas, ~he City of Dubuque has prepared and filed with the U.S. Department of Housing and Urban Development an Annual Plan for Fiscal Year 2003 (Program Year 2002), and Whereas, the City now desires to amend said FY 2003 Annual Plan to allocate funds as per the attached Exhibit A; and Whereas, said amendment is a non-substantial amendment as provided in the City's Citizen Participation Plan and must therefore be approved by resolution of the City Council after review by the Community Developmem Advisory Commission; and Whereas, the Community Development Advisory Commission reviewed the proposed amendment on June 5, 2002 and voted to approve said amendment and to recommend approval by the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Amendment 1 to the Fiscal Year 2003 (Program Year 2002 Annual Plan for the Community Development Block Grant (CDBG) program hereto attached as Exhibit A is hereby approved. Section 2. That the City Manager is hereby authorized and directed to submit a copy of this resolution to the U. S. Department of Housing and Urban Development.
