Leisure Services Manager Marie Ware is transmitting information that Leisure Services
Recreation Supervisor Janna Beau was awarded the ARK Advocates Distinguished
Community Service Award. ARK stands for Advocacy, Respect and Knowledge. ARK
Advocate is a non-profit organization which creates greater awareness for what types of
services can be provided for persons with disabilities. Janna received this award as a
result of efforts to bring adaptive sports to Dubuque. Through her experiences
volunteering for the Iowa Special Olympics, Janna reached out to Sport Ability of Iowa
in 2015 to see if the City could begin an adaptive sports program. This partnership
brought both trained staff and equipment to Dubuque in order to being the program. As
a result, individuals with physical, visual and mental impairments have been introduced
to skiing, sitting volleyball, tennis, wheelchair basketball, goal ball (visual impairment),
cycling, archery and more.

INTRODUCTION
The purpose of this memo is to inform you that Leisure Services Recreation Supervisor
Janna Beau was awarded the ARK Advocates Distinguished Community Service Award
on Thursday, May 18th.
DISCUSSION
ARK Advocates is a group of concerned adults and parents in Dubuque advocating with
and for the needs of persons with disabilities. Their goals are to educate persons with
disabilities and their families of their rights. Advocate for persons with disabilities on
legal, governmental, educational, housing, health and employment issues. Provide
referral services, disability awareness, financial assistance, and other resources.
Janna Beau works for the Recreation Division as a Recreation Supervisor. Along with
overseeing the operation of our outdoor pools, Janna is also responsible for the
Division's after school programming as well as therapeutic recreation (TR). Prior to
2015, the main focus of our TR curriculum was to program for individuals with mental
and physical special needs. Through her experiences volunteering for the Iowa Special
Olympics, Janna reached out to Sport Ability of Iowa in 2015 to see if the City could
begin an adaptive sports program. This partnership brought both trained staff and
equipment to Dubuque in order for the program to begin. As a result, individuals with

As of result of these efforts to bring adaptive sports to Dubuque, ARK and the many
families they serve chose Janna as this 2017's Distinguished Community Services
