PROCLAMATION
WHEREAS, since the Native Americans inhabited Catfish Creek, the people of the Dubuque area
have set the example as a welcoming and inclusive place of residence, and
WHEREAS, persons of all faiths, races, languages, cultural backgrounds and ethnicities have
contributed to the growth and development of our city, and
WHEREAS, it is integral to the spirit of our city to honor, respect and affirm the inherent dignity and
value of every member of our community, and
WHEREAS, our leaders, policy makers and citizens renew and strengthen their commitment to the
full development of all peoples from the global community seeking to make a home
among us, and
WHEREAS, we assure all community members that their safety and well-being will be safeguarded
as they establish homes, worship in accord with their beliefs, pursue education, and
avail themselves of health care, social services and transportation, and
WHEREAS, all community members will be given the opportunity to live and to flourish without fear
in an atmosphere of support, love and concern, and
WHEREAS, we stand in solidarity with all people, especially those fleeing violence, war and poverty.
NOW THEREFORE, I, ROY BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE
CITY OF DUBUQUE:
"A CITY OF WELCOME AND OPPORTUNITY"
AND CALL UPON ALL COMMUNITY MEMBERS TO WITNESS THE PRINCIPLES ARTICULATED
ABOVE AS PART OF OUR LIVES TOGETHER.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
Dubuque to be affixed this 5th day of June, 2017.
