Ware, Leisure Services Manager SUBJECT: AmeriCorps Partners in Learning Receives United Way New and Targeted Initiatives Grant DATE: May 25, 2017 INTRODUCTION The purpose of this memorandum is to share about the New and Targeted Initiatives grant received by AmeriCorps Partners in Learning from the United Way of Dubuque Area Tri-States and request signature on the attached agreement. DISCUSSION AmeriCorps Partners in Learning program aligns with United Way's pillars of Education, Income and Health, specifically Education. Therefore, we were awarded a $7,500 grant to support the 2017-2018 school year AmeriCorps members' living allowances. Funding from United Way would support our AmeriCorps members from September 5, 2017 to May 25, 2018. The Corporation for National and Community Service pays for 68% of the school year AmeriCorps members' living allowances. The Dubuque Community School District pays for 27% of the school year AmeriCorps members' living allowances. United Way will now pay for 5% of the school year AmeriCorps members' living allowances with the grant funding. AmeriCorps Partners in Learning sought out other grant opportunities to support the growth and continuous improvement of our program. The Dubuque Community School District and the City of Dubuque have made significant financial contributions to our program. However, both entities could not increase their financial support. Therefore, to continue to grow our impactful program, we needed to expand our financial contributors. This expansion also will continue to make our AmeriCorps grants more competitive. Receiving this grant does not decrease the financial commitment of the City of Dubuque or the Dubuque Community School District. Funding from United Way is two-fold. One, it allows our program to increase the amount of AmeriCorps members and hours serving as Academic Reading Tutors during the school year. Two, it gives AmeriCorps members a small increase in their living allowance. Living allowances have not been increased since 2000. Therefore, funding from the United Way allows our program to continue to grow and meet the needs of our Dubuque Community School District students. During the 2017-2018 school year, AmeriCorps will have 38 AmeriCorps members trained as Academic Reading Tutors in the elementary schools supporting K-3rd grade students. These 38 members will contribute 21 ,600 hours to Dubuque Community School District students by tutoring struggling readers. Previously, our grant supported 32 AmeriCorps members and 18,900 hours. Our program continues to focus on the Dubuque's Campaign for Grade Level Reading. The agreement was reviewed by the City Attorney's office. Next Steps During the 2017-2018 school year, AmeriCorps Partners in Learning will have 38 AmeriCorps Academic Reading Tutors members in the Dubuque Community School District. Memo prepared by: Mary Bridget Corken-Deutsch, AmeriCorps Director 2 United Way of Dubuque Area Tri -States Funded Partner Organization (FPO) Agreement Funding Period June 1, 2017 to May 31, 2018 Agreement Purpose: Advancing the Common Good and creating stronger communities means focusing on the United Way building blocks of a better life — Education, Income/Financial Stability and Health. By addressing the root cause of community problems in these areas, lasting positive change is created. This agreement outlines key elements of the funding agreement between the United Way of Dubuque Area Tri -States (UWDATS) and AmeriCorps Partners in Learning (from herein known as Funded Partner Organization or FPO) in order to support programming in the United Way impact areas of Education, Inconie/Financial Stability and Health. Programs that are accountable, responsive to identified needs, and able to demonstrate outcomes may be eligible for United Way support. This document must be signed by any organization that receives UWDATS funding. The FPO understands that this agreement is a statement of intent to fund but does not constitute a funding commitment by UWDATS. UWDATS will allocate funds based upon availability of funds as approved by the Board of Directors. UWDATS does not guarantee funding and reserves the right not to fund, to restrict, limit or terminate funding and/or this agreement at any time and for any reason. The Board of Directors of the UWDATS has approved $7,500 for the program(s) and desired results identified in the FPO requests for funding. Agreement Contents: This agreement emphasizes the value of a community investment system that includes collaboration, coordination and open communication to effectively address and achieve identified outcomes. In the case of failure to comply with any of the provisions below, the United Way Board of Directors may .implement such actions as it deems appropriate at its sole discretion to include, but not limited to, imposing a probationary period or the suspension or termination of funding. In addition, all obligations of FPOs as set forth herein may be waived by IJWDATS for good cause. As a recipient of United Way funding and as a service provider you agree to: 1. Maintain eligibility and compliance with all local, state, and federal laws and regulations governing 501(c) organizations, including compliance with the U.S. Patriot Act certifying the following, `United Way funds and donations will be used in compliance with all applicable anti-terrorist financing and asset control laws, statues and executive orders." Submit documentation required by grant application or otherwise requested by UWDATS by due date. 3. Inform UWDATS within 30 days of any significant changes in United Way -funded program(s), including changes in program design, location, management, major component(s)/service delivery methodology, acquiring additional program funding sources not previous disclosed, etc. 4. Promptly inform UWDATS of any significant developments or events that will impede the agency or program's ability to achieve agreed upon data and/or outcomes. 5. Refund any funds not used during the defined program year within 45 days of the end of the funding cycle. 10. Receive prior approval for any agency -specific campaigns during the first two kick-off months of the UWDATS campaign (September and October). Inform United Way staff of agency -specific fund raising events throughout the year for inclusion in a master calendar. 11. Attend agency executive meetings scheduled by UWDATS or send an informed designee. 12. Consult with the Director of Community Building & Impact, President/CEO, and/or Chair of the Community Impact Committee when problems or misunderstandings arise out of the interdependent relationship created by this agreement. Marketing Expectations for the Funded Partner Organization: It is in the mutual interest of UWDATS and its partner agencies that each party maximizes efforts to clearly establish our relationships to the public. Signature of the FPO agreement serves as agreement to these marketing policies. Partner Agency Responsibilities: 1. Prominently feature United Way agency signs on the exterior (where possible) and interior offices and facilities (signage to be provided by United Way); Reference your affiliation as a "United Way Partner Agency" in all written press releases that address your UWDATS-funded program(s), and provide a link to www.clbnunitedway.org on your website; 3. Use United Way logo and identity in all printed material related to UWDATS-funded programs such as brochures, invitations, newsletter articles, fundraising material, etc. as well as any locally produced audio visual material (re -printing items not required; simply add United Way logo when updating materials); 4. Create and send at least one positive press release to local media outlets about the funding award provided by UWDATS outlining how it will assist your agency/program in achieving its identified mission (copy of press release is to be submitted to UWDATS prior to submission to media); 5. Clearly reference your United Way affiliation at speaking engagements or volunteer trainings, whether it be on behalf of UWDATS or the agency itself; 6. Cooperate actively in the annual campaign by providing speakers and agency tour assistance and encouraging full support of the campaign among staff, volunteers and the general public. AmeriCorps Partners in Learning proposes a two pronged approach to combat our community's problem of students who do not read at grade level by 3rd grade. The first approach consists of a school year program where members provide 1-1 or small group literacy interventions to struggling readers. The second approach consists of a summer program where members provide 1-1 or small group literacy support and enrichment activities. For our school year program, 38 (10 HT and 28 QT) AmeriCorps members will tutor K-3rd grade students in DCSD's 13 elementary schools. At all 13 schools we will specifically target, economically disadvantaged, Tier 2 students who are defined as not proficient in reading or at risk of becoming not proficient in reading. Members will tutor Tier 2, K-3rd grade students in data-based, literacy interventions that are aligned with the Iowa's Common Core standards and curriculum. These are Literacy, Equity, Acceleration and Differentiation in the 21st Century Classroom (LEAD 21) and Lexia Reading Core5 (Lexia). LEAD 21 is designed to foster essential literacy skills and strategies, such as phonemic awareness, phonics, fluency and comprehension. LEAD 21 draws upon the most current research findings and best practices in early literacy instruction. Lexia provides all students a systematic and structured approach in the following areas of reading: phonological awareness, phonics, structural analysis, fluency, vocabulary and comprehension. For our summer program, 30 Minimum Time AmeriCorps members will serve five community partner's summer programs. Members will combat the summer slide for Dubuque children by providing 1-1 or small group literacy support using the same LEAD 21 and Lexia interventions. Members will also provide enrichment activities to youth who may not otherwise receive these experiences. Enrichment activities include hands on activities, technology, organized recreation, field trips, art, music and sports. The program defines start as a student who has at least 10 tutoring sessions with an AmeriCorps member. 800 is a strong hypothesis based off our current program data. Of the 800 students that our members start with, 600 will complete the tutoring program. The program defines completion as a student who has 30 tutoring sessions which equates to 10 weeks of the program with at least three sessions per week. Of those 600 students, 540 will show steady progress toward grade level reading proficiency based upon fall and spring Formative Assessment System for Teachers (FAST) literacy assessment scores. The program defines steady progress as 10 points or greater from the student's fall to spring FAST assessment. Students who make steady progress from fall to spring are more likely to read at grade level by 3rd grade. The summer-based AmeriCorps members will target 400 economically disadvantaged students who will start a summer program . The program defines start as a student who has 10 literacy sessions with an AmeriCorps member. Of the 400 students our members start with, 300 will complete the program. The program defines completion for the summer program as a student who has 18 literacy sessions with an AmeriCorps member. Of those 300 students who complete the program, 270 will improve reading scores from the summer to fall. The program defines improve for the summer program as 5 points or greater from the student's spring to fall FAST assessment. The school year tutoring program, coupled with the summer literacy support and enrichment program, will ensure students read at grade level by 3rd grade. Population Served Describe the population served by your program and your organization's experience serving this population. Members will tutor K-3rd grade, Tier 2 students identified through the Multi-Tiered System of Support (MTSS). MTSS is an evidence-based model to integrate academic interventions. Tier 2 students are students who are not proficient in reading or who are at risk of becoming not proficient in reading and require interventions. Tier 2 students do not often receive needed interventions from classroom teachers or staff because their time must be spent with Tier 3 students who need intense, individual interventions from a certified teacher. Therefore, AmeriCorps is critical to Tier 2 students' literacy success because these interventions would not otherwise occur. Tutoring sessions will occur 1-1 or in small groups. Each session will occur at least three times per week for 15-30 minutes for a minimum of 10 weeks or 30 sessions and until the student has been reassessed and results show the child performing at grade level. AmeriCorps has served in the DCSD since 2000. How did you determine or assess the need for this program? DCSD students are not reading at grade level by 3rd grade. Data from DCSD's Dynamic Indicators of Basic Early Literacy Skills (DIBELS) assessment and DCSD's Certified Annual Enrollment provide us with current literacy rates. In the spring of 2015, 25% of DCSD 3rd grade students were not reading at grade level. When poverty is taken into consideration, the reading level data is more severe. In the spring of 2015, 53% of DCSD's 3rd grade students that were eligible for Free and Reduced Lunch, did not read at grade level. And in looking at all grade levels leading up to grade 3, the data is similar. In the spring of 2015, 37% of DCSD K-3rd grade students, or approximately 1 ,187 students, were not reading at grade level.
