SUBJECT: 1100 South Grandview Avenue Storm Sewer Project

Through the informal bid process for public improvements, the 1100 South Grandview
Avenue Storm Sewer Project was awarded on December 8, 2016, to Top Grade
Excavating, in the amount of $68,615.00.
The base project costs were less than the contract cost of $64,914.30, but, due to the
terrain of the area, rock excavation became necessary, with an additional cost of
$10,620.75, $7,900.00 for a rebuiltjunction structure and $2,300.12 for engineering
services, bringing the total project cost to $85,735.17.
City Engineer Gus Psihoyos recommends that the costs for the 1100 South Grandview
Avenue Storm Sewer Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is officially record in the minutes of the City Council the award
and completion of the 1100 South Grandview Avenue Storm Sewer Project.
BACKGROUND
The project reinstated a severely eroded, collapsed and disconnected clay storm pipe that
conveys storm water from South Grandview to Southern Avenue over and through the property
at 1100 South Grandview Avenue.
DISCUSSION
On December 8, 2016, informal bids for the 1100 South Grandview Avenue Storm Sewer
Project were received in the amounts of:
Contractor Name Bid Amount
Top Grade Excavating $ 68,615.00
Connolly Construction $ 69,774.25
Temperley Excavating $ 78,925.00
Based on Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14, through the
informal bid process for public improvements, this project was awarded on December 8, 2016 to
Top Grade Excavating of Farley, IA, in the amount of$68,615.00.
The base project costs were less than the contract cost of $64,914.30 but, due to the terrain of
the area, rock excavation became necessary, with an additional cost of $10,620.75, $7,900.00
for a rebuilt junction structure and $2,300.12 for engineering services bringing the total project
cost to $85,735.17. Funding for the project is from CIP #7202632.
REQUESTED ACTION
I respectfully request in accordance with the above codes the 1100 South Grandview Avenue
Storm Sewer Project costs be officially recorded in the minutes of the City Council.
