In 2013, the Iowa Department of Transportation Commission approved a $500,000
Traffic Safety Improvement Program grant for new intersection improvements (traffic
signals) at two intersections. These two intersections were located at Grandview
Avenue and Loras Boulevard and at Grandview Avenue and University Avenue.
In 2016, the City received a $500,000 Traffic Safety Improvement Program grant for a
new roundabout at Grandview Avenue and University Avenue. As a result, the original
grant agreement from 2015 with the Iowa DOT needed to be amended to remove the
Grandview Avenue and University Avenue intersection portion of work.
City Engineer Gus Psihoyos recommends City Council approval for the Mayor to
execute an agreement with the Iowa Department of Transportation for Traffic Safety
Improvement Program Funding for the Grandview Avenue and Loras Boulevard
intersection improvements.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval of the attached resolution authorizing
the mayor to execute an amended Traffic Safety Improvement Program grant for the
Grandview Avenue and Loras Boulevard Traffic Signals project.
BACKGROUND
In 2013, the Iowa Department of Transportation Commission approved a $500,000
Traffic Safety Improvement Program grant for new intersection improvements (traffic
signals) at two intersections. These two intersections were located at Grandview
Avenue and Loras Boulevard and at Grandview Avenue and University Avenue. That
grant agreement was executed by the City and the Iowa DOT in February 2015.
In 2016, the City received a $500,000 Traffic Safety Improvement Program grant for a
new roundabout at Grandview Avenue and University Avenue. As a result, the original
grant agreement from 2015 with the Iowa DOT needed to be amended to remove the
Grandview Avenue and University Avenue intersection portion of work.
DISCUSSION
Attached is an amended agreement for Traffic Safety Improvement Program funds for
the Loras Avenue and Grandview Avenue Intersection Improvements project. This
amended agreement has $259,357.04 in funds to be used for the reconstruction of the
traffic signals, ADA ramps, and related pavement at this intersection.
REQUESTED ACTION
Through the attached resolution, the City Council is requested to authorize the Mayor to
execute an agreement with the Iowa Department of Transportation for Traffic Safety
Improvement Program Funding for the Grandview Avenue and Loras Boulevard
Intersection Improvements.

RESOLUTION NO. 191-17
RESOLUTION APPROVING THE AMENDED IOWA DEPARTMENT OF
TRANSPORTATION AGREEMENT FOR TRAFFIC SAFETY IMPROVEMENT
PROGRAM FUNDING FOR THE CITY OF DUBUQUE GRANDVIEW AVENUE AT
LORAS BOULEVARD INTERSECTION IMPROVEMENTS
Whereas, the increasing growth of traffic volumes, along with operational and
safety concerns, at the Grandview Avenue at Loras Boulevard intersection in the City of
Dubuque could be improved by intersection and traffic signal improvements; and
Whereas, the City of Dubuque has determined that improvements to this
intersection, as recommended in the East-West Corridor Connectivity Study of the
Grandview Avenue at Loras Boulevard and Grandview Avenue as provided by HDR
Engineering and Dubuque Metropolitan Area Transportation Study (DMATS) Long -
Range Transportation Plans, will improve traffic flow; and
Whereas, the total cost for these improvements is $259,357.04. The Traffic Safety
Improvement Funding Program will fully fund this project with no additional City match
funds required.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1. That said Amended Traffic Safety Improvement Program Funding in the
City of Dubuque for the Grandview Avenue at Loras Boulevard Improvements is hereby
approved.
Section 2. That the Mayor be authorized and directed to execute two copies of said
Agreement for Traffic Safety Improvement Program Funding in the City of Dubuque for
the Grandview Avenue at Loras Boulevard Intersection Improvements.

This Addendum is entered into by and between the Iowa Department of Transportation, hereinafter
designated the "DOT", and the city of Dubuque, Iowa, a Local Public Agency, hereafter designated the
"LPA". The Recipient submitted an application to the DOT for funding through the Traffic Safety
Improvement Program under Iowa Code Section 312,2(11), and the application was approved by
Transportation Commission Order No. H-2014-36 on December 10, 2013.
The DOT and the LPA previously entered into the following agreement(s) for the above referenced project:
Agreement No. 2015 -TS -020 for Traffic and Safety Improvement Program funding. The agreement was
executed by the DOT and LPA on February 23, 2015 and February 2, 2015 respectively; and
Subsequent to execution of the above referenced Agreement the LPA requested to change the scope of
the project.
This Addendum reflects the current concept of this project which is subject to modification by mutual
agreement between the LPA and the DOT; and
Now, therefore, it is agreed as follows:
1. The project description in Section 1.c. is hereby amended to the following:
Add left -tum lanes on north and south approaches and reconstruct traffic signals at the
intersection of Grandview Avenue and Loras Boulevard.
2. Section 2.a., is hereby amended to the following:
a. Eligible costs for the project described in Section 1 of this agreement which are incurred after the
effective date of Commission Approval shall be paid from Traffic Safety Funds and other funds as
listed below, subject to the execution of a signed agreement:
Traffic Safety Funds: $259,357.04
General Provisions
3. The LPA will comply with all provisions of the equal employment opportunity requirements prohibiting
discrimination and requiring affirmative action to assure equal employment opportunity as required by
Iowa Code Chapter 216. No person will, on the grounds of age, race, creed, color, sex, sexual
orientation, gender identity, national origin, religion, pregnancy, or disability, be excluded from
participation in, be denied the benefits of, or be otherwise subjected to discrimination under any
program or activity for which State funds are used.
4. It is the intent of both (all) parties that no third party beneficiaries be created by this Addendum.

5. If any section, provision, or part of this Addendum shall be found to be invalid or unconstitutional, such
finding shall not affect the validity of the Addendum as a whole or any section, provision, or part thereof
not found to be Invalid or unconstitutional, except to the extent that the original intent of the Addendum
cannot be fulfilled.
6. This Addendum may be executed In (two) counterparts, each of which so executed will be deemed to
be an original.
7.. This Addendum, as well as the unaffected provisions of any previous agreement(s), addendum(s),
and/or amendment(s); represents the entire Agreement between the LPA and DOT regarding this
project. All previously executed agreements will remain in effect except as amended herein. Any
subsequent change or modification to the terms of this Agreement will be in the form of a duly executed
amendment to this document.
IN WITNESS WHEREOF, each of the parties hereto has executed Addendum No. 2015 -TS -020A as of
the date shown opposite its signature below.
