Introduction:
This memorandum transmits an inventory and review of boarded-up windows and doors
for City Council review. The report is an update on both pre-existing buildings with
boarded up openings, and any new buildings that have had openings boarded up that
are out of compliance with City Code, from 2011 to 2017 citywide.
Background:
In 2010, the Safe Community Task Force and the Historic Preservation Commission
recommended that the City Council create an ordinance prohibiting the boarding of
windows and doors facing streets. The intent was to foster investment, reduce these
blighting influences, and create a safer-feeling neighborhood.
The City Council adopted Ordinance No. 16-11 on February 22"d, 2011 that amended
the Building Code to ban window and door openings from being boarded up in a
building with lot frontage on a public street, except for basement windows, effective after
March 1 sl, 2011 . This Ordinance "grandfathered" an inventory list of properties which
had openings boarded up prior to March 1 sl, 2011 . Since these properties were pre-
existing, they were allowed their current boarded up openings. As part of the Ordinance,
City staff is to provide a bi-annual inventory and review of boarded-up windows and
doors for City Council review.
Discussion:
The Planning Services Department compiled three citywide inventories of properties
with boarded up openings in 2011 , 2014, and 2017. A list of the inventories is enclosed.
The Building Services Department inspected all properties that were on the original
"grandfathered" list and each of the subsequent inventories. Inspectors noted the
condition of the material used to enclose the opening to make sure the material was
solid and not rotted, and also making sure there was no peeling paint. During
inspections, staff made notes when permanent enclosures had been performed using
such materials as brick, siding, or re-installation of glass or other wood trim material that
made this permanent versus temporary. The results are shown in the charts below.

2014, and 2017 inventories are enclosed. City incentives have been the primary
motivation for 2011 "grandfathered" properties to re-open boarded up openings.
The Building Services Department will continue enforcement until the work is completed
on the 11 properties that are currently under enforcement.
Discussion:
Historically the Planning Services Department inventoried and the Building Services
Department performed inspections on new and pre-existing properties with boarded up
openings every two years.
The Building Services Department now will perform inspections and code enforcement
on any new properties with boarded-up openings that are out of compliance on day to
day basis, versus every two years. Taking this approach will lower the workload or
demand that needs to be put forth every two years, also we will be able to address
these properties immediately, shortening the time the opening is boarded up. This will
also be part of a routine inspection by the Housing and Community Development
Department. Referrals can be brought to the attention of the Building Services
Department throughout the year by all Departments or citizens, and we will address
these complaints immediately like all other code enforcement referrals.
Conclusion:
The Building Services Department will continue to monitor the pre-existing properties on
a two-year basis, and to provide the City Manager and City Council with an update
every two years on all properties that have had enforcement issues.

and activity as it relates to our Ordinance.
