Commissioners Excused: None. Commissioners Unexcused: None. Staff Members Present: David Johnson, Laura Carstens and Todd Carr. CALL TO ORDER: The meeting was called to order by Chairperson Monk at 5:30 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by McDonell, seconded by Hilgendorf to approve the minutes ofthe April 20, 2017 meeting as submitted. Motion carried by the following vote: Aye — McDonell, Kopcyzk, Nieto, Terry, Hilgendorf, and Monk; Nay- None; Abstain - McAndrews. Demolition Permit Review Summary: Staff Member Carstens provided an overview of the process, criteria and resources available for reviewing demolition permits. Commissioners Rapp and Klavitter entered the meeting at 5:36 p.m. Commissioner McDonell clarified a determination of significance happens first. If the Commission finds a building has historic or architectural significance, then the test of economic viability is applied. Staff Member Carstens confirmed that is correct. Dubuque Brewing & Malting Company Building Update — 3000 Jackson Street: Building Services Manager Todd Carr provided an update and plan of action for the Dubuque Brewing & Malting Company Building at 3000 Jackson Street. He explained the circumstances under which portion of the building must be demolished. He reviewed the degradation of the building and sections that have collapsed. He noted IIW Engineering has determined and documented in a report portions of the building are beyond repair and pose an immediate threat to public safety. He stated the new owner has taken possession of the building in March of 2017. He reviewed the individuals involved in the project. He noted they are going to attempt to remove all collapsed Minutes — Historic Preservation Commission Page 2 May 18, 2016 sections of Section B and once the debris is removed they will re-assess the condition of the 2nd floor of Section B with the hope it can be saved. He stated demolition will likely occur in the next two months. Staff Member Carr agreed to provide the Planning Services Department updates on the status of the project which will be forwarded to the Commission. Demolition Permit: Application of Brian J. Kane, Attorney, to demolish a building at 156 Main Street in the Old Main Historic District. Commissioner Nieto excused himself from the room and discussion noting he has a business relationship with Mr. Kane. Staff Member Johnson reviewed the staff report. He noted the Commission previously approved demolition of the building in 2013, but that approval had expired. He noted the building was identified as non-contributing to the District. Brian Kane, 2100 Asbury Road, stated he is representing Platinum Supplemental Insurance, the property owner. He stated the building does not have historic or architectural value. He explained the building is being demolished to increase parking for Platinum Supplemental Insurance, who has seen a significant increase in employment. Mr. Kane explained a demolition permit had not been applied for or issued because other priorities took precedence. He explained the condition of the building and standards by which demolition permits are reviewed have not changed. He stated he is not aware of any historic value. He noted over two-thirds of the parcel is already parking for Platinum, and demolition of the building would allow the parking lot to be redesigned and it will look nicer. He stated there is already a gap in the block, and the removal of this building would only slightly expand it. The Commission and Staff reviewed the current significance of the building and potential future historic eligibility. The Commission and Staff noted the building has lost too much of its integrity and material to ever be eligible for listing on the NRHP. The Commission asked whether removal of the building would serve as visual detriment to the block. Mr. Kane stated the question at hand is whether the building has historic or architectural significance. Commissioner Rapp asked whether the demolition will have an adverse effect on the historic or structural value of the neighboring properties and the different review criteria language from the 2013 and current Staff report. Staff Member Carstens stated new criteria were developed and adopted in 2014 which explains the difference in wording from the 2013 Staff report and current staff report. Motion by McDonell, seconded by Hilgendorf to approve the demolition permit for 156 Main Street as submitted. Motion carried by the following vote: Aye — Rapp, McDonell, Kopcyzk, McAndrews, Terry, Hilgendorf, and Monk; Nay — Klavitter; Abstain - Nieto. Minutes — Historic Preservation Commission Page 3 May 18, 2016 Demolition Permit: Application of Gary Carner to demolish a building located at 1740 Elm Street in the Washington Neighborhood Conservation District. Staff Member Johnson reviewed the staff report, noting it is identical to the staff reports for 1750 and 1760 Elm Street properties. Staff Member Carstens noted information on all residential properties subject to demolition are sent to the Housing and Community Development Department for comment. She explained no additional information has been received from the Housing and Community Development Department. The Commission determined to discuss all three Elm Street properties together. Gary Carner, 1664 Washington Street, stated he is looking to demolish the properties. He explained they do not have historic or architectural significance, original materials are lost, original doors and trim are all gone, and original siding has been removed. Commissioner Nieto asked what the plan is for the properties. Mr. Carner stated the space will be used for additional parking for a medical clinic that will go into the Lamar Building. He stated any historic materials that can be salvaged will be salvaged. Commissioner Klavitter noted there is no potential for a district and losing the buildings would not impact a cohesive district. Commissioner Rapp asked about Kriviskey's evaluation and Jacobsen's evaluations of the buildings. Staff explained the lack of information provided by Jacobsen is because time was not spent developing information for properties that he determined were not historic. Staff and the Commission discussed surrounding improvements. The applicant confirmed these properties were not part of the Youth Build Program. Gary Stelpflug, 7693 Pigeon River Road, Lancaster, Wisconsin, stated this is part of a restoration and adaptive reuse project for the Lamar Building. Motion by Hilgendorf, seconded by Terry, to approve the demolition permit for 1740 Elm Street as submitted. ITEMS FROM COMMISSION: HEART Program: Commissioner Klavitter noted there was a ribbon cutting for the project at 1406 Jackson Street. Work Plan Update: Staff Member Carstens reported progress coordinating with the Iowa State University Historic Preservation program on a partnering to survey and evaluate areas of Dubuque, with classes that can help survey areas. She explained the City Manager has also approved working with ISU and the Engineering Department to complete a three-dimensional drawing of the Blum property. Historic Preservation Month: Staff Member Carstens reviewed the Historic Preservation Month activities noting they have been very successful. ITEMS FROM STAFF Building Services Historic Preservation Enforcement Report: Staff reviewed updates for the enforcement report. Staff Approvals: Staff reviewed the approvals. The Commission requested Staff prepare a design review case study for one of the projects approved by Staff. Staff agreed and an overview of the application and review process will be provided at a future date. Commissioner McDonell noted the improved public perception of the Historic Preservation Program which is in part the result of staff level approvals. Preserve Iowa Summit: The Commission and Staff reviewed the schedule and attendance. ADJOURNMENT: Motion by Rapp, seconded Hilgendorf, to adjourn the Commission meeting.
