CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.

City Council Chamber, Historic Federal Building
Commissioners Present: Chairperson Mark Dolson; Commissioners Ron Collins,
John Pregler, Chad Darter, Charlie Winterwood, Alan Vincent, and Michael Wright.
Commissioners Excused: None.
Commissioners Unexcused: None.
Staff Members Present: Laura Carstens, David Johnson, and Jill Connors.
CALL TO ORDER: The meeting was called to order by Chairperson Dolson at 5:30
p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance
verifying that the meeting was being held in compliance with the Iowa Open Meetings
Law.
Commissioner Vincent entered the meeting at 5:32 p.m.
MINUTES: Motion by Wright, seconded by Pregler, to approve the minutes of April 18,
2017 as submitted. Motion carried by the following vote: Aye — Collins, Darter, Pregler,
Wright, and Dolson; Nay — None; Abstain — Vincent and Winterwood.
PUBLIC HEARINGS: None.
ACTION ITEMS:
Amended Greater Downtown Urban Renewal Area: Staff Member Connors reviewed
the proposed amendment to the Greater Downtown Urban Renewal Area. She reviewed
the amendment will add the Lower Kauffman Subarea and explained it is being added
to assist with replacing lead service lines and sanitary sewers. In response to questions
from Commissioners, she explained that the TIF funding used to help assist with these
public improvements comes entirely from within the Greater Downtown Urban Renewal
Area.
Motion by Pregler, seconded by Darter, to recommend the Amended and Restated
Urban Renewal Plan for the Greater Downtown Urban Renewal District is consistent

with the 2012 City of Dubuque Comprehensive Plan. Motion carried by the following
vote: Aye — Collins, Darter, Vincent, Winterwood, Wright, Pregler and Dolson; Nay —
None.
Amended South Pointe Urban Renewal Area: Staff Member Connors reviewed the
Amended and Restated South Pointe Road Housing Urban Renewal Area Plan. She
explained the original plan was approved in March 2017, but since that time staff
determined the need to add several small adjacent areas for utility easements. She
reviewed the purpose and location of the district, noting improvements will result in
improved roads and utilities in the area and assist in the creation of affordable housing
in the community.
Motion by Vincent, seconded by Collins, to recommend the Amended and Restated
South Pointe Road Housing Urban Renewal Plan is consistent with the 2012 City of
Dubuque Comprehensive Plan. Motion carried by the following vote: Aye — Collins,
Darter, Vincent, Winterwood, Wright, Pregler and Dolson; Nay — None.

ITEMS FROM STAFF:
Imagine Dubuque Update: Staff Members Johnson and Carstens provided an update
for Imagine Dubuque. They reviewed the schedule and progress, noting over 5,500
ideas have been submitted to date. Commission and staff discussed how the ideas will
become the plan and how the plan will be used. The Commission asked how the plan
will be formatted. The Commission emphasized the importance the plan be used early
in developing community initiatives and projects rather than late.
Staff explained the new plan will be much more focused and principled with outcomes.
Staff explained the comprehensive plan will better serve as a guiding document for the
community. Staff stated the plan will not be all things to all people, rather it will be a
consensus of community ideas and values shared throughout the project. Staff noted
many of the ideas and values are reflected in the themes that will frame the plan. Staff
reviewed the emerging themes and schedule, noting the timeframe for completion was
moved up to September to allow City staff and City Council the opportunity to
incorporate Plan concepts into annual goal setting and budgeting. The Commission
requested the marketing flyer be emailed to them to help promote the June 27th Equity
Workshop.
ADJOURNMENT: Motion by Pregler, seconded by Vincent, to adjourn the May 17,
2017 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Collins, Darter, Vincent, Winterwood, Wright, Pregler and Dolson;
Nay — None.
