BACKGROUND In 2016, the Dubuque Airport finished construction of a new airport terminal. There are limited spaces for rental cars due to the heavy utilization of the free parking at the airport. DISCUSSION This project will construct a new 30 stall concrete parking lot with room to grow to 60 stalls in the future. The required excavation and base stone required for the future expansion will be accommodated in the base bid of the project. The project provides for construction of a concrete parking lot, grading and stone for the future parking lot expansion, parking lot light bases and conduit for future lighting and related signage and striping. As part of the bidding process it is proposed to have an alternate for paving the 30 additional parking stalls. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process July 3, 2017 Publish Notice to Bidders, Advertise for Bids July 7, 2017 Publish Public Hearing Notice on Plans & Specs July 7, 2017 Public Hearing on Plans & Specs July 17, 2017 Receipt of Bid Proposals (Bid-Letting) July 27, 2017 Award Construction Contract August 7, 2017 Project Completion Date November 17, 2017 The project specifications also provide for a $400/day cost of delay if not completed by November 17, 2017. RECOMMENDATION I recommend that the City Council provide preliminary approval to the construction plans and specifications and establish July 17, 2017 as the date of the public hearing, 1 and hereby authorize the City Clerk to advertise for bid proposals for the Dubuque Airport Rental Car Parking Lot Project 2017 improvement Project. BUDGET IMPACT The estimate of probable cost for Dubuque Airport Rental Parking Lot Project 2017 is as follows: Estimate Construction Contract $ 165,972.50 Contingency 16,597.25 Construction Engineering & Inspection 27,385.46 Total Project Cost $209,955.21 The estimated alternate cost to add an additional 30 spaces for the parking lot is estimated as follows: Estimate Alternate 1 —Additional 30 spaces $ 91,106.00 Contingency 9,110.60 Construction Engineering & Inspection 15,032.49 Total Project Cost $115,249.Q9 The City Council established the Airport Customer Facility Charge in March 2009. The Customer Facility Charge is a daily vehicle rental fee that is collected by the two car rental agencies located at the Airport. This fee funds an Airport capital reserve fund which can only be used for rental car facility improvements. The Customer Facility Charge has been previously used for construction of car rental facilities in the Airport Terminal Building and an exclusive parking area for car rental vehicles. An average of $55,000 annually is collected in Customer Facility Charge from the two car rental agencies. Since Fiscal Year 2010, a total of $386,287.67 has been collected in Customer Facility Charge and $186,684.86 has been expended on previous construction projects at the new Airport Terminal. The balance remaining in the Customer Facility Charge fund is $199,602.81. This leaves the base bid estimate of $209,055.21 short by $10,352.40 in funding. In FY18 there is an anticipated $55,000 in car rental customer facility charge fund revenues that could cover the shortfall and if bids are very competitive to allow for the award of the alternate for 30 additional parking stalls.
