INTRODUCTION
The attached resolutions authorize the initiation of the public bidding procedure for the
Phase 1 17th Street Storm Sewer Improvements Project.
BACKGROUND
In January 2016, the State was awarded $95.7 million in HUD National Disaster
Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive
$23.1 million for storm water infrastructure improvements associated with the Bee
Branch Watershed Flood Mitigation Project. The infrastructure improvements are as
follows:
1. Bee Branch Railroad Culvert Infrastructure Improvements involving the
installation of culverts from the Lower Bee Branch Creek, through Canadian
Pacific Railway property, to the Upper Bee Branch north of Garfield Avenue;
2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation
of a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the
Kaufmann & Kane intersection. The work includes inlets and local sewer
connections to the storm sewer and the complete reconstruction of the street and
other underground utilities along the street right-of-way corridor.
3. 17th Street/W. Locust Street Storm Sewer Improvements involving the installation
of a 96-inch diameter pipe from the Lower Bee Branch Creek through the
Canadian Pacific Railway tracks to 17th Street then to the west along 17th Street
and finally west along W. Locust Street towards Angella St. The work includes
inlets and local sewer connections to the storm sewer and the complete
reconstruction of the street and other underground utilities along the street right-
of-way corridor.
In October of 2016, the City Council passed Resolution 362-16 authorizing the
execution of the funding contract with the Iowa Economic Development Authority (IEDA)
for the City's receipt of $23,309,600.00 in Community Development Block Grant
Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch
Watershed Flood Mitigation Project.
DISCUSSION
The 17th Street Storm Sewer Improvements Project is Phase 12 of the Bee Branch
Watershed Flood Mitigation Project. The project involves the replacement of the existing
storm sewer with a large diameter storm sewer and additional storm drains (intakes)
from the Lower Bee Branch Creek along 17th Street to W. Locust Street. Improvements
will continue up Locust Street as far as the funding will allow. This work will require the
relocation and reconstruction of existing underground utilities to provide the necessary
space for the larger storm sewer. It will also require the complete removal and
subsequent reconstruction of the street.
The improvements will be constructed in multiple phases. Phase I involves the
construction of improvements on 17th Street through the Elm Street intersection. See
attached Exhibit A. Phase I improvements consist of the construction of 250 feet of 12-
foot by 7-foot box storm sewer along 17th Street through the Elm Street intersection.
Additional work includes the installation of an inline nutrient separating baffle box, as
well as, high capacity storm sewer intakes and 175 feet of smaller diameter storm
sewers ranging from 15-inch to 30-inch. The work also includes the relocation of 85 feet
of 20-inch water main in the Elm Street intersection, and other utilities within the street
ROW. Finally, the work includes the reconstruction of the paved surface of Elm Street
and E. 17th Street.
PROJECT SCHEDULE
The schedule for Phase I has been developed in coordination with the owners of the
property immediately north and south of 17th Street and east of Elm Street which is
currently under redevelopment.
The schedule for the Project is as follows:
Initiate Public Bidding Process July 5, 2017
Publish Notice to Bidders, Advertise for Bids July 7, 2017
Publish Public Hearing Notice on Plans & Specs July 7, 2017
Public Hearing on Plans & Specifications July 17, 2017
Receipt of Bids (Bid Letting) July 27, 2017
Award Construction Contract August 7, 2017
Substantial Completion November 17, 2017
Final Project Completion December 31, 2017
Subsequent phases will follow in 2018. As noted, all of the improvements for all phases
must be complete by June 30, 2021.
RECOMMENDATION
I recommend preliminary approval of the proposed plans, specifications, form of
contract, and construction estimate for the Phase 1 17th Street Storm Sewer

Improvements Project (Project). I further recommend establishing the date of a public
hearing and authorize the City Clerk to advertise for bids for the Project.
BUDGETIMPACT
The preliminary estimate of probable costs for the Phase 1 17th Street Storm Sewer
Improvements Project is as follows:
Construction $ 1,677,530.00
Contingency (10%) 167,753.00
Engineering 276,792.00
Total Project Cost 2.122.075.00
The funding summary is as follows:

Lower Bee Branch Creek Floating Island Project.

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND ORDERING
THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the Phase I
17th Street Storm Sewer Improvements Project in the estimated amount of $1,677,530.00
are hereby preliminarily approved and ordered filed in the office of the City Clerk for public
inspection.
A public hearing will be held on the 17th day of July, 2017, at 6:00 p.m. in the Historic
Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be and
is hereby directed to cause the attached notice of the time and place of such hearing to be
published in a newspaper having general circulation in the City of Dubuque, Iowa, which
notice shall be published not less than four days nor more than twenty days prior to the date
of such hearing. At the hearing, any interested person may appear and file objections to the
proposed plans, specifications, form of contract, or estimated cost of the Project.
The Phase 117th Street Storm Sewer Improvements Project is hereby ordered to be
advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which shall
conform to the provisions of the Notice to Bidders hereby approved.
The City Clerk is hereby directed to advertise for bids for the construction of the
improvements herein provided, by publishing the attached Notice to Bidders to be published
in the Master Builders of Iowa Plan Room, The Construction Update Network and posted on
the City of Dubuque website at www.citvofdubuaue.ora/bids and which notice shall be
published not less than thirteen but not more than forty-five days before the date for filing bids
before 2:00 p.m. on the 27th day of July, 2017. Bids shall be opened and read by the City

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will hold a
public hearing on the proposed plans, specifications, form of contract, and estimated
cost for the Phase 117th Street Storm Sewer Improvements Project, in accordance with
the provisions of Chapter 26, Code of Iowa at 6:00 p.m. on the 17th day of July, 2017, in
the Historic Federal Building Council Chambers (second floor), 350 West 6th Street,
Dubuque, Iowa. Said proposed plans, specifications, form of contract, and estimated
cost are now on file in the office of the City Clerk. At said hearing any interested person
may appear and file objections thereto.
The scope of the Project is as follows:

The project consists of the construction of 215 feet of 12 -foot by 7 -foot box storm
sewer along 17th Street through the Elm Street intersection. Additional work
includes the installation of high capacity storm sewer intakes and 175 feet of
smaller diameter storm sewers ranging from 15- inch to 30 -inch. The work also
includes the relocation of 85 feet of 20 -inch water main in the Elm Street
intersection, and other utilities within the street ROW. Finally, the work includes
the resurfacing of Elm Street and E. 17th Street west of Elm.

NOTICE TO BIDDERS
CITY OF DUBUQUE PUBLIC IMPROVEMENT PROJECT
PHASE 1 – 17TH STREET STORM SEWER IMPROVEMENTS PROJECT
Time and Place for Filing Sealed Proposals. Sealed bids for the work comprising each improvement
as stated below must be filed before 2 P.M. on July 27, 2017, in the Office of the City Clerk, City Hall
First Floor, 50 West 13th Street, Dubuque, Iowa.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed proposals will be opened
and bids tabulated at 2 P.M. on July 27, 2017, at City Hall Conference Room A, 50 West 13th Street,
Dubuque, Iowa, for consideration by the City Council (Council) on August 7, 2017. The City of
Dubuque, Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work shall be commenced after Notice to
Proceed has been issued. All work east of Elm Street must be complete by December 1, 2017 and all
underground work must be complete through the Elm/17th Street intersection with the intersection
open to traffic by January 1, 2018 utilizing either temporary or permanent pavement. All work shall be
complete on or before June 1, 2018.
Bid Security. Each bidder shall accompany its bid with a bid security as security that the successful
bidder will enter into a contract for the work bid upon and will furnish after the award of contract a
corporate surety bond, acceptable to the governmental entity, for the faithful performance of the
contract, in an amount equal to one hundred percent of the amount of the contract. The bid security
shall be in the amount of 10 percent (10%) of the amount of the contract and shall be in the form of a
cashier’s check or certified check drawn on a state chartered or federally chartered bank, or a
certified share draft drawn on a state chartered or federally chartered credit union, or the
governmental entity may provide for a bidder’s bond with corporate surety satisfactory to the
governmental entity. The bid bond shall contain no conditions except as provided in this section.

Contract Documents. Bids are to be addressed to the City of Dubuque, Iowa, 50 West 13th Street,
Dubuque, IA 52001, and shall be marked “Sealed Bid–Phase 1 – 17th Street Storm Sewer
Improvements Project.”
Digital project bidding documents are available at www.cityofdubuque.org/bids.
Bidding Documents may be reviewed and paper copies may be obtained from the Issuing Office
which is Strand Associates, Inc., 910 West Wingra Drive, Madison, WI 53715 and at IIW, P.C., 4155
Pennsylvania Avenue, Dubuque, IA 52002. Overnight mailing of Bidding Documents will not be
provided. A refundable fee of $50 is required. Deposit will be refunded to all plan holders returning
documents within 30 days of the Bid opening.
Bidders who submit a Bid must be Plan Holder of record at the Issuing Office. Bids from Bidders who
are not on the Plan Holders List may be returned as not being responsive.
Plan Holders are required to provide an e–mail address if they wish to receive addenda and other
information electronically. Plan Holders are requested to designate whether they are a prime
contractor, subcontractor, or supplier if they want this information posted on the project Plan Holders
List.
No Bid will be received unless accompanied by a cashier’s, certified or bank check or a Bid Bond
equal to at least 10 percent of the maximum Bid, payable to the OWNER as a guarantee that after a
Bid is accepted, Bidder will execute and file the Agreement, 100% Performance and Payment Bonds,
plus provide insurance certificates and sales tax exemption certificate within 15 days after the Notice
of Award.
The City of Dubuque reserves the right to reject any or all Bids, to waive any technicality, and to
accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 60 days
after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
Women and Minority–owned businesses are encouraged to submit Bids for this Project.
Bidders must demonstrate positive efforts to utilize women’s and minority owned businesses. This
procurement will be subject to regulations contained in 40 CFR 35.3145(d), and P.L. 102 389 and 100
590. In addition, Bidder shall comply with Executive Orders 11625, 12138, and 12432.
General Nature of Public Improvement
Phase 1 – 17th Street Storm Sewer Improvements Project
Construction of 215 linear feet of 12-foot by 7-foot concrete box culvert, cast-in-place 12-foot by 7-
foot concrete box culvert connections on both the east and west sides of the project, local storm
sewer and intakes, roadway reconstruction, 20-inch watermain replacement, temporary storm water
management, temporary soil retention and excavation support, dewatering, mobilization, electrical
conduits, fiber vaults, miscellaneous restoration, erosion control, and traffic control.

Sales Tax. The bidder should not include State of Iowa sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased in Iowa for incorporation in the project.
Pre Bid Construction Conference. A Pre Bid Conference will be held on July 17, 2017 at 4 P.M. in
Conference Room A, 50 West 13th Street, Dubuque, Iowa. Attendance by Bidders is strongly
recommended.
