Van Milligen, City Manager SUBJECT: Phase 117th Street Storm Sewer Improvements Project CIP #2642690, PROJECT#1X0005 DATE: July 11, 2017 City Engineer Gus Psihoyos recommends City Council approval of the plans, specifications, form of contract and estimated cost of $2,122,075 for the Phase 117th Street Storm Sewer Improvements Project. The 17th Street Storm Sewer Improvements Project is Phase 12 of the Bee Branch Watershed Flood Mitigation Project. The project involves the replacement of the existing storm sewer with a large diameter storm sewer and additional storm drains (intakes) from the Lower Bee Branch Creek along 17th Street to W. Locust Street. Improvements will continue up Locust Street as far as the funding will allow. This work will require the relocation and reconstruction of existing underground utilities to provide the necessary space for the larger storm sewer. It will also require the complete removal and subsequent reconstruction of the street. The improvements will be constructed in multiple phases. Phase I involves the construction of improvements on 171 h Street through the Elm Street intersection. Phase I improvements consist of the construction of 215 feet of 12-foot by 7-foot box storm sewer along 17th Street through the Elm Street intersection. Additional work includes high capacity storm sewer intakes and 175 feet of smaller diameter storm sewers ranging from 15-inch to 30-inch. The work also includes the relocation of 85 feet of 20-inch water main in the Elm Street intersection, and other utilities within the street ROW. Finally, the work includes the reconstruction of the paved surface of Elm Street and E. 17th Street. I concur with the recommendation and respectfully request Mayor and City Council approval. BACKGROUND In January 2016, the State was awarded $95.7 million in HUD National Disaster Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive $23.1 million for storm water infrastructure improvements associated with the Bee Branch Watershed Flood Mitigation Project. The infrastructure improvements are as follows: 1. Bee Branch Railroad Culvert Infrastructure Improvements involving the installation of culverts from the Lower Bee Branch Creek, through Canadian Pacific Railway property, to the Upper Bee Branch north of Garfield Avenue; 2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation of a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the Kaufmann & Kane intersection. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right-of-way corridor. 3. 17th Street/W. Locust Street Storm Sewer Improvements involving the installation of a 96-inch diameter pipe from the Lower Bee Branch Creek through the Canadian Pacific Railway tracks to 17th Street then to the west along 17th Street and finally west along W. Locust Street towards Angella St. The work includes inlets and local sewer connections to the storm sewer and the complete reconstruction of the street and other underground utilities along the street right- of-way corridor. In October of 2016, the City Council passed Resolution 362-16 authorizing the execution of the funding contract with the Iowa Economic Development Authority (IEDA) for the City's receipt of$23,309,600.00 in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. DISCUSSION The 17th Street Storm Sewer Improvements Project is Phase 12 of the Bee Branch Watershed Flood Mitigation Project. PROJECT SCHEDULE The schedule for Phase I has been developed in coordination with the owners of the property immediately north and south of 17th Street and east of Elm Street which is currently under redevelopment. The schedule for the Project is as follows: Initiate Public Bidding Process July 5, 2017 Publish Notice to Bidders, Advertise for Bids July 7, 2017 Publish Public Hearing Notice on Plans & Specs July 7, 2017 Public Hearing on Plans & Specifications July 17, 2017 Receipt of Bids (Bid Letting) July 27, 2017 Award Construction Contract August 7, 2017 Final Project Completion June 1, 2018 Subsequent phases will follow in 2018. As noted, all of the improvements for all phases must be complete by June 30, 2021. RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the Phase 117th Street Storm Sewer Improvements Project (Project) through the adoption of the enclosed resolution. 2 BUDGETIMPACT The preliminary estimate of probable costs for the Phase 1 17th Street Storm Sewer Improvements Project is as follows: Construction $ 1,677,530.00 Contingency (10%) 167,753.00 Engineering 276,792.00 Total Project Cost $2.122}075.©0 The funding summary is as follows: CIP & PROJECT Fund Description Fund Amount 264-2690 17th Street Storm Sewer Improvements $2,600,000.00 1X0005 (HUD) The improvements will be funded using the $23.1 million in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project.
