BACKGROUND The team's scope of work builds upon the Chaplain Schmitt island 2014 Master Plan, brings clarification and prioritization, and creates an action plan for moving forward. Increase foot traffic on the island; create a gateway to Iowa and Dubuque; connect to the Mississippi. These phrases were shared early and often throughout the Chaplain Schmitt Island Placemaking Process. Over the past 18 months, the Chaplain Schmitt Island Task Force chaired by Council Member Kevin Lynch and consisting of a diverse group of community members has been convening to discuss options and ideas for helping to create a "sense of place" on the Island. In the spring of 2017, RDG Planning and Design, in collaboration with WHKS and 563 Design, was hired to update the 2014 plan, refine the vision, and prioritize short, medium and long-term improvements. DISCUSSION The consulting team will present to City Council the work completed to date and answer any questions concerning the strategy.
