CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Tuesday, June 20, 2017
City Council Chamber, Historic Federal Building
Commissioners Present: Commissioners Chad Darter, John Pregler, Alan Vincent,
Charlie Wnterwood, and Michael Wright.
Commissioners Excused: Chairperson Mark Dolson and Commissioner Ron Collins.
Commissioners Unexcused: None
Staff Members Present: Laura Carstens, David Johnson, and Ose Akinlotan.
CALL TO ORDER: The meeting was called to order by Vice-Chairperson Pregler at
5:35 p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance
verifying that the meeting was being held in compliance with the Iowa Open Meetings
Law.
MINUTES: Motion by Darter, seconded by Vincent, to approve the minutes of May 17,
2017 as submitted. Motion carried by the following vote: Aye — Darter, Pregler,
Vincent, Winterwood, and Wright; Nay — None.
PUBLIC HEARINGS: None.
ACTION ITEMS: None.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION: None.
ITEMS FROM STAFF:
Imagine Dubuque Update — Teske &Associates: Mike Hoffman, Vice President Teske
Associates, and Staff Member Johnson gave a presentation updating the Commission
on Imagine Dubuque, the campaign for the new City of Dubuque Comprehensive Plan.
Mr. Hoffman and Staff Member Johnson reviewed progress to date and new emerging
themes. They explained how the over 13,000 ideas are being categorized, ranked and

identified as emerging themes and topics that serve as the draft outline of the plan.
They reviewed the Equity workshop scheduled June 27th and the Open House
scheduled August 16 and requested all Commissioners attend if possible. Mr. Hoffman
took the Commission through exercises related to equity and the Commission
discussed their findings. Planning Services Staff requested the Commission review and
make a recommendation on the Draft Outline.
Motion by Vincent, seconded by Wright, to recommend the draft outline as presented.
Motion carried by the following vote: Aye — Darter, Pregler, Vincent, Winterwood, and
Wright; Nay — None.
ADJOURNMENT: Motion by Vincent, seconded by Wright, to adjourn the June 20,
2017 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Vincent, Winterwood, Pregler, Wright, Collins and Pregler, Nay —
None.
The meeting was adjourned at 6:45 p.m.
