Opportunity Dubuque Outcomes
Opportunity Dubuque is a collaborative job training effort that offers residents an opportunity to upgrade their skills and
launch living wage careers by completing certificate programs in areas where local employers have indicated a need for
a skilled workforce. The program meets employer needs for a skilled workforce while simultaneously supporting
dislocated workers, individuals without a high school diploma,and those who need scholarship assistance to continue
their education.
Access and Engagement
As of Dec. 31, 2016, 554 participants have enrolled in Opportunity Dubuque through Northeast Iowa Community
College. including 109 minorities.

Recognizing the importance of equal opportunity and racial equity, Northeast Iowa Community College and the Greater
Dubuque Development Corporation funded an Outreach Success Coach position beginning July 1, 2015,to increase
minority participation. Over the following 18 months,the Success Coach engaged 198 participants, 154 of whom
identified as racial or ethnic minorities.

Some of the individuals are engaged in preparation courses, such as seeking a high school equivalency diploma or
completing a refresher course, before enrolling in the certificate program. Others are actively working with the
Outreach Success Coach to achieve enrollment. The remainder are fully enrolled.

Of the 554 participants who have enrolled in the program,434 of them completed the program.

Successful completion includes obtaining new employment, retaining employment, or continuing in an educational
program. Of the 434 participants who have completed the program, 98%were successful in being employed or
continuing their education within 6 months of completion.

270 of the 434 participants who completed the program provided information on their race or ethnicity, ands 79 of
those individuals identify as people of color. Of these 79 individuals, 34 were engaged by the Outreach Success Coach.
