Sealed bids were received for the Dubuque Airport Rental Car Parking Lot Project 2017.
City Engineer Gus Psihoyos recommends award of the construction contract to the low
bidder, McClain Excavating, in the base bid plus alternate bid amount of$210,566.88,
which is 21% under the engineer's estimate. This project is funded with Customer
Facility Charge revenues, which are collected by the rental car agencies.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Dubuque Airport Rental Car Parking Lot Project 2017.
BACKGROUND
In 2016, the Dubuque Airport finished construction of a new airport terminal. There are
limited spaces for rental cars due to the heavy utilization of the free parking at the
airport.
DISCUSSION
This project will construct a new 60 stall concrete parking lot. The project provides for
construction of a concrete parking lot, grading and stone, parking lot lights and related
signage and striping. Favorable bids were received that allow the original planned 30
stall parking lot to expand to the desired 60 stalls.
BID RESULTS
The City of Dubuque received the following bids for the Dubuque Airport Rental Car
Parking Lot Project 2017, on July 27, 2017.

McClain Excavating of Dubuque, Iowa, submitted the low base + alternate bid in the
amount of $210,566.88. This amount is 21% under the estimate of probable cost for the
base bid + alternate. If the recommendation was to award the base bid only and not the
alternate Drew Cook & Sons Excavating, Co. Inc. would have been the low bidder.
RECOMMENDATION
I recommend that the contract for the Dubuque Airport Rental Parking Lot Project 2017
be awarded to McClain Excavating of Dubuque, Iowa in the base + alternate bid amount
of $210,566.88.

The City Council established the Airport Customer Facility Charge in March 2009. The
Customer Facility Charge is a daily vehicle rental fee that is collected by the two car
rental agencies located at the Airport. This fee funds an Airport capital reserve fund
which can only be used for rental car facility improvements. The Customer Facility
Charge has been previously used for construction of car rental facilities in the Airport
Terminal Building and an exclusive parking area for car rental vehicles. An average of
$55,000 annually is collected in Customer Facility Charge from the two car rental
agencies. Since Fiscal Year 2010, a total of $386,287.67 has been collected in
Customer Facility Charge and $186,684.86 has been expended on previous
construction projects at the new Airport Terminal. The balance remaining in the
Customer Facility Charge fund is $199,602.81.
In FY18 there is an anticipated $55,000 in car rental customer facility charge fund
revenues. Based on the anticipated revenue in FY 2018, there is sufficient funding to
support the base bid + alternate.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE AIRPORT
RENTAL CAR PARKING LOT PROJECT 2017
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Dubuque
Airport Rental Car Parking Lot Project 2017, (the Project) pursuant to Resolution No.
245-17 and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 7th day of July 2017.
Whereas, said sealed proposals were opened and read on the 27th day of July
2017 and it has been determined that McClain Excavating of Peosta, Iowa, with a base
+ alternate bid in the amount of $210,566.88 is the lowest responsive, responsible
bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to McClain
Excavating and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted and approved this 7th day of August 2017.
