Sealed bids were received for the Grandview Avenue & Loras Boulevard Intersection
Improvement Project. City Engineer Gus Psihoyos recommends award of the
construction contract to the low bidder, Portzen Construction, in the amount of
$328,276.28, which is 6.94% over the estimate of probable cost. Sufficient resources
have been identified to fund the project, including a $259,357.04 Traffic Safety Grant
from the Iowa Department of Transportation.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Grandview Avenue & Loras Boulevard Intersection Improvement Project.
BACKGROUND
The project location is along Grandview Avenue at Loras Boulevard. Loras is currently
signalized, but the signals are in deteriorated condition. The existing
conduits are impassable and vehicle detection has not worked for many years turning
the signal essentially into a "pretimed" signal. There are also no left turn signals for
Grandview Avenue traveling North or South. This intersection is adjacent to Allison-
Henderson Memorial Park which sees heavier pedestrian movements and the existing
signals do not have pedestrian signal heads.
This project will reconstruct the signal at Loras and Grandview. All signal legs of the
intersection will have dedicated left turn movements along with countdown pedestrian
signals. This project will complement the future Grandview Avenue-University Avenue
Roundabout and the current Delhi-Grandview Roundabout. The traffic signal will utilize
advanced detection capability to help maintain traffic progression on the north-south
traffic movements. The traffic signals will be connected by fiber optics which will go into
the Traffic Operations Center at City Hall for remote monitoring and adjustments.
These proposed improvements were recommended by the East/West Corridor Study
that was formally adopted by the City Council at the February 20, 2012 City Council
meeting. A supplemental Traffic Safety grant has been approved by the Iowa DOT in
the amount of $259,357.04.
DISCUSSION
The project provides for the reconstruction of the traffic signals at North Grandview and
Loras Boulevard. This intersection will include new traffic signals with mastarms for
improved visibility of the traffic signals, ADA pedestrian access ramps, related sidewalk
replacement and pavement work. Additionally, a fire hydrant will be installed on Loras
Boulevard. The Loras Boulevard intersection pavement will be replaced as part of this
project due to the badly deteriorated pavement.

Construction of this project is being phased to minimize impacts to the traffic on North
Grandview Avenue. Traffic on North Grandview Avenue will be maintained through the
intersection during construction as much as possible.
BID RESULTS
The City of Dubuque received the following bids for the Grandview Avenue & Loras
Boulevard Intersection Improvement Project, on July 20, 2017.

Tschiggfrie Excavating $ 426,949.40
Horsfield Construction, Inc. $ 434,416.10
Portzen Construction of Dubuque, Iowa, submitted the low bid in the amount of
$328,276.28. This amount is 6.94% over the estimate of probable cost. Most of the
added cost is in fiber optic and traffic signal conduit.
RECOMMENDATION
I recommend that the contract for the Grandview Avenue & Loras Boulevard
Intersection Improvement Project be awarded to Portzen Construction of Dubuque,
Iowa in the amount of$328,276.28.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE GRANDVIEW AVENUE
& LORAS BOULEVARD INTERSECTION IMPROVEMENT PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the
Grandview Avenue & Loras Boulevard Intersection Improvement Project, (the Project)
pursuant to Resolution No. 263-17 and Notice to Bidders published in a newspaper
published in the City of Dubuque, Iowa on the 23rd day of June,2017.
Whereas, said sealed proposals were opened and read on the 20th day of
July,2017 and it has been determined that Portzen Construction of Dubuque, Iowa, with
a bid in the amount of $328,276.28 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted and approved this 7th day of August,2017.
