The application, staff report and related materials are attached for your review. Discussion The applicant was not in attendance. Staff reviewed the staff report, noting the submitted Plat of Survey was within the two-mile extra-jurisdictional area and subject to joint review by the City and County of Dubuque. Staff reviewed that the Plat of Survey splits an existing parcel of land into two lots to facilitate the sale of Lot 1 to a new property owner. Staff indicated the Plat of Survey required review and approval by the Zoning Advisory Commission and City Council as Lot 1 will not have frontage on a public or private street. The lot will be served by an access easement. There were no public comments. The Zoning Advisory Commission discussed the request, and felt it was appropriate. Recommendation By a vote of 5 to 0, with one abstention, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Kritz, Associate Planner SUBJECT: Plat of Survey of Jelinske Place No. 2 DATE: July 24, 2017 INTRODUCTION The submitted Plat of Survey of Jelinske Place No. 2 subdivides an existing parcel of land in Dubuque County located west of Military Road and north of Swiss Valley Road. The subject property encompasses 36.22 acres of land. DISCUSSION The submitted Plat of Survey of Jelinske Place No. 2 is being jointly reviewed by both the City and County of Dubuque, as it is within two miles of the city of Dubuque corporate limits. The proposed subdivision splits the approximately 36-acre parcel into two parcels to facilitate the sale of Lot 1 to a new property owner. The plat is being reviewed by the Zoning Advisory Commission as the newly created Lot 1 will not have frontage on a public or approved private street. The submitted Plat of Survey does provide for an access easement through an existing parcel of land owned by Jim and Laura Jelinske that will provide access to the existing Lorelei Lane. In addition to the platting, Dubuque County has required that additional right-of-way easement be dedicated for Lorelei Lane to bring it up to the 66-foot standard of the County. The County has a requirement that only two parcels may be served by a substandard private roadway before the right-of-way easement be brought up to the 66- foot width standard of the County. There are no plans at this time for further subdivision of the property. RECOMMENDATION Planning staff recommends the Zoning Advisory Commission review the submitted Plat of Survey of Jelinske Place.
